Procedures and Documentation for Awarding the Title of "National Emulation Soldier"

The Central Emulation and Commendation Board appraises the dossier, reports to the Standing Committee of the Central Emulation and Commendation Council, and obtains opinions from relevant agencies as prescribed. Based on the conditions and standards, it submits to the Prime Minister of the Government of Vietnam for consideration and decision.

The dossier submitted to the Prime Minister of the Government of Vietnam comprises 02 sets (originals), including:

- Proposal letter from the ministry, committee, sector, province, and central organization;- Achievement report of the individual proposed for the title “National Emulation Soldier” with the confirmation of the level submitting to the Prime Minister of the Government of Vietnam;- Meeting minutes and secret ballot results of the Emulation and Commendation Council of the ministry, committee, sector, province, and central organization;- Certification from the competent authority on the effectiveness and influence of initiatives, scientific research topics, or ingenuity and creativity in combat and service.

The dossier submitted by the Central Emulation and Commendation Board to the Prime Minister of the Government of Vietnam includes 01 set (original), consisting of a proposal letter from the Central Emulation and Commendation Board (accompanied by a list) and all related documents as specified in Clause 2, Article 49 of Decree 91/2017/ND-CP.
