The recognition of legal propagandists is stipulated by Circular 10 as follows:
- Based on the requirements of law dissemination and education work, and the actual conditions in the communes, the Chairman of the People's Committee of the commune decides to recognize legal propagandists, ensuring sufficient resources to implement law dissemination and education work in the area.
- Annually in September, the civil status - judicial official presides, coordinates with the Head of the Front Work Committee, Heads of hamlets, villages, blocks, clusters, residential areas, and other community groups (hereinafter referred to as grassroots areas) and leaders of political-social organizations in the commune to publicly announce the standards for legal propagandists; the regulations on recognizing legal propagandists to agencies, units, and people in the grassroots areas to voluntarily register to participate as legal propagandists.
- Based on the list of voluntary registrations to participate as legal propagandists from the grassroots areas, the actual status of the officials of the Commune People's Committee, and the need to build a team of legal propagandists, the civil status - judicial official reviews, makes a list of those meeting the prescribed standards to submit to the Chairman of the commune People's Committee for consideration and recognition as legal propagandists.
- Within 05 working days from the date of receipt of the list proposed for recognition of legal propagandists from the civil status - judicial official, the Chairman of the commune People's Committee considers and issues a decision recognizing legal propagandists.
- Note that the decision recognizing legal propagandists must be sent to the civil status - judicial official, the Head of the Front Work Committee, and the legal propagandists and must be publicly announced.
