The quality accreditation process for educational institutions is carried out through the following steps: Self-assessment; External assessment; Appraisal of assessment results; Recognition of meeting education quality standards. So, specifically, what steps does the external assessment involve?
According to the provisions of Article 41 of the Regulation on Quality Assurance for Higher Education Institutions issued together with Circular 12/2017/TT-BGDDT, the external evaluation includes the following steps:
Step 1. Study of the self-assessment documents:
The external evaluation team studies the self-assessment report and related documents of the educational institution; collects and processes information and evidence related to the quality assessment standards of education.
Step 2. Preliminary survey at the educational institution.
Step 3. Official survey at the educational institution.
Step 4. Draft of the external evaluation report, sent to the educational institution for comments:
- The draft of the external evaluation report must be approved by at least two-thirds of the members of the team;- The external evaluation team, through the organization for quality assurance of education, sends the draft of the external evaluation report to the educational institution for comments within 15 working days from the date the educational institution receives the draft report.
Step 5. Completion of the external evaluation report:
- Within 15 working days from the date of receiving feedback from the educational institution or from the date the feedback period expires, the external evaluation team, through the organization for quality assurance of education, sends a written notification to the educational institution indicating which comments have been accepted or retained. In the case of retained comments, the reasons must be clearly stated;- The external evaluation team completes the external evaluation report and submits the external evaluation report along with related documents (if any) to the Director of the organization for quality assurance of education so that the organization for quality assurance of education can officially send the external evaluation report to the educational institution and request contract liquidation;- Members of the external evaluation team are not allowed to provide information related to the content of the work and the evaluation results of the external evaluation team without the permission of the organization for quality assurance of education or of the competent state management agency.
