Procedure for issuing import permits for narcotic substances for national defense and security purposes in Vietnam

On September 18, 2012, the Ministry of Public Security issued Circular 57/2012/TT-BCA detailing the implementation of the importation, management, usage, and destruction of narcotic substance samples for national defense and security purposes.

According to Article 8 of Circular 57/2012/TT-BCA, the order and procedures for issuing import permits for narcotic samples for the purposes of national defense and security are specifically stipulated as follows:

- Based on the estimated needs for the use of narcotic samples approved by the Director General of the General Department of Crime Prevention, the Institute of Forensic Science prepares a dossier requesting an import permit for narcotic samples and sends it to the Standing Office of Crime and Drug Prevention for appraisal.- Within 15 working days from the date of receipt of the dossier, the Standing Office of Crime and Drug Prevention is responsible for appraising the dossier. If the dossier is complete and the conditions for import are met, and there is a legitimate authorized import partner, an import permit is issued according to Form No. 1a, 1b, Appendix issued with this Circular. In case the dossier and conditions for import are not sufficient, the Standing Office of Crime and Drug Prevention must notify the Institute of Forensic Science in writing to supplement the dossier. The import permit for narcotic samples for national defense and security must be made in 5 sets (each set includes 1 Vietnamese copy and 1 foreign language copy as required): 1 set sent to the Institute of Forensic Science, 1 set sent to the Drug Crime Investigation Police Department, 1 set sent to the Customs Office at the import clearance port, 1 set stored at the Standing Office of Crime and Drug Prevention, and 1 set sent to the exporting party.

- After obtaining the import permit, the Institute of Forensic Science conducts the import procedures: Signing a contract with the approved authorized import partner (in case allowed by the Ministry of Public Security, the Ministry of Defense, or the Ministry of Finance to purchase for use); cooperate with the representative of the aid partner to complete the import procedures (if any).
