Procedure for Ballot Inventory and Classification

The content is specifically stipulated in Circular 02/2016/TT-BNV issued by the Ministry of Home Affairs on February 1, 2016, providing guidelines for the election organization for the deputies of the XIV National Assembly.

Accordingly, the inventory, inspection, and classification of ballots are regulated by Circular 02 as follows:

- Before opening the ballot boxes, the Election Team must inventory and prepare an inventory record of the use of ballots for the election of members of the 14th National Assembly and the election of representatives to the People's Councils at all levels for the 2016 - 2021 term.- Invite two literate and reputable voters in the area who are not candidates for the National Assembly or People's Councils at any level in that voting area to witness the opening of the ballot boxes. Candidates or their legal representatives and journalists are allowed to witness the ballot count conducted by the Election Team.- The Head of the Election Team opens the main ballot box and the auxiliary ballot box (if any) to proceed with the ballot count.- The Election Team categorizes the ballots based on the color of the ballots for National Assembly candidates, provincial People's Council candidates, district-level People's Council candidates, and commune-level People's Council candidates; inventory (count) the total number of ballots in the ballot box to determine the number of collected ballots and hand over the types of ballots to the groups assigned by the Election Team to begin counting.- The Election Team checks the total number of collected ballots against the total number of voters who participated in the voting. If the total number of collected ballots is equal to or less than the number of voters who participated in the vote, the Election Team proceeds with the ballot count. If the total number of collected ballots exceeds the number of voters who participated in the vote, the Election Team must recheck; if after rechecking, the total number of collected ballots still exceeds the number of voters, the ballot box must be immediately sealed, and the Election Team must report immediately to the Election Committee for resolution. If it is beyond the authority of the Election Committee to resolve, the Election Committee must promptly report to the Election Commission for consideration and decision.- When starting the ballot count, the Election Team categorizes the ballots into two types as follows:- Valid ballots;- Invalid ballots.- After categorizing the ballots, the Election Team must record the result of the inspection of valid and invalid ballots in the ballot count result report.
