Principles of Organizing the Transportation of Cash, Valuable Papers, and Precious Assets in Vietnam

Circular 33/2017/TT-BTC stipulates policies for the management of cash, valuable papers, and precious assets within the State Treasury system, issued on April 20, 2017 in Vietnam. The organization of cash, valuable papers, and precious assets transportation must adhere to the following principles:

First, the transportation of cash, valuable papers, and precious assets between units of the State Treasury must have an order from the Director General of the State Treasury or the Director of the Provincial State Treasury in Vietnam.

Second, it is absolutely necessary to keep confidential the time, route, means of transportation, delivery, and receipt locations, as well as the quantity and value of the goods being transported.

Third, cash, valuable papers, and precious assets, when transported, must be packaged in bags, boxes, or crates and sealed.

Fourth, the transportation of cash, valuable papers, and precious assets must be done during the day (except for transportation by plane, train, or ship).

Fifth, individuals such as biological parents, adoptive parents (of husband or wife), husband, wife, biological children, adopted children, biological siblings (including siblings of the husband or wife) are not permitted to participate in the same transportation trip.

Sixth, individuals without duties are not allowed to accompany the means of transportation carrying cash, valuable papers, or precious assets (except in cases of transportation by public means).

Seventh, the organization of transportation must adhere to the process: starting from the receipt, packaging and sealing of cash, valuable papers, and precious assets; loading onto the transport means; transportation on the road, to the delivery location; delivering cash, valuable papers, precious assets and completing all delivery and receipt procedures as prescribed.

Eighth, the arrangement of security forces to escort and protect cash, valuable papers, and precious assets during transportation must ensure:

- The vehicle transporting cash, valuable papers, and precious assets managed by the State Treasury or the Provincial State Treasury in Vietnam must have police escort and support;

- The vehicle transporting cash, valuable papers, and precious assets managed by the District State Treasury in Vietnam must have dedicated security or reinforced personnel equipped with supporting tools for escort and protection.
