The Mobile Police Ordinance 2013 was promulgated on December 23, 2013. This Ordinance stipulates the functions, tasks, powers, organization, and activities of the Mobile Police; the conditions ensuring and policies towards the Mobile Police; the responsibilities of relevant agencies, organizations, and individuals.
The Ordinance also stipulates that the Mobile Police must operate based on the following principles:
First, placed under the leadership of the Central Public Security Party Committee and the direct management and command of the Minister of Public Security; implementing the policy of one commander associated with the policy of commissars and political officers at the Mobile Police Command.
Second, comply with the Constitution and the law; subordinates must obey superiors; protect the interests of the State and the legitimate rights and interests of organizations and individuals.
Third, closely combine propaganda, mobilization, education, and persuasion with mobility to promptly prevent and suppress activities that infringe on security, order, and social safety according to assigned functions and tasks.
Fourth, rely on the people, promote the strength of the people and the political system; be subject to the supervision of the people.
These contents are stipulated in Article 4 of the Mobile Police Ordinance 2013, which came into effect on July 1, 2014.
