On January 25, 2025, the Prime Minister of the Government of Vietnam issued Decision 235/QD-TTg regarding the Plan for the Implementation of the Law on Fire Prevention, Fighting and Rescue 2024.

The plan clearly outlines the purpose, requirements, and content for implementing the Law on Fire Prevention and Fighting and Rescue as follows:

* Purpose

- Specifically determine the content of work, deadlines, progress of completion, and responsibility of relevant agencies and organizations in ensuring the prompt, synchronous, uniform, effective, and efficient implementation.

- Determine the responsibility and coordination mechanism between ministries, governmental agencies, government-affiliated agencies, and the People's Committees of provinces and centrally-run cities in conducting activities to implement the Law on Fire Prevention, Fighting, and Rescue nationwide.

- Enhance awareness and responsibility among levels, sectors, and the population in implementing the Law on Fire Prevention, Fighting, and Rescue.

* Requirements

- Ensure the unified direction of the Government of Vietnam and the Prime Minister of the Government of Vietnam; ensure close, regular, and effective coordination between ministries, governmental agencies, government-affiliated agencies, People's Committees of provinces and centrally-run cities, and relevant agencies and organizations in implementing the Law on Fire Prevention, Fighting, and Rescue.

- The content of work must be associated with the responsibility and role of the assigned leading agency, cooperating with relevant agencies and organizations in implementing the Law on Fire Prevention, Fighting, and Rescue.

- Establish a specific roadmap to ensure that from July 1, 2025, the Law on Fire Prevention, Fighting, and Rescue and detailed regulations for its implementation are uniformly and synchronously carried out nationwide.

- Regularly inspect, supervise, guide, and promptly resolve difficulties and obstacles in organizing the implementation of the Law on Fire Prevention, Fighting, and Rescue.

* Content

There are 6 content areas for implementing the Law on Fire Prevention and Fighting and Rescue:

(1) Compile materials for disseminating and popularizing the Law on Fire Prevention, Fighting, and Rescue and detailed regulations for its implementation.

(2) Organize dissemination and promotion of laws on fire prevention, fighting, and rescue.

(3) Conduct intensive training on the Law on Fire Prevention, Fighting, and Rescue and detailed regulations for its implementation.

(4) Develop legal documents to implement the Law on Fire Prevention, Fighting, and Rescue.

(5) Review legal documents related to fire prevention, fighting, and rescue to make authoritative adjustments or propose amendments, supplements, or repeals during the creation of detailed regulatory documents to align with the Law on Fire Prevention, Fighting, and Rescue.

(6) Organize inspections of the implementation of the Law on Fire Prevention, Fighting, and Rescue and legal documents detailing its implementation.
