On December 25, 2014, the Government of Vietnam issued Decree 123/2014/ND-CP concerning the consideration to award the titles "People's Artisan" and "Excellent Artisan" in the field of handicrafts.
Decree 123/2014/ND-CP stipulates that the council for awarding the titles "People's Artisan" and "Outstanding Artisan" operates based on the principles of:
- Democracy, transparency, openness, and compliance with the laws on emulation and commendation;- Meetings of the council for awarding the titles "People's Artisan" and "Outstanding Artisan" shall be conducted when at least 75% of the council members attend, including the Chairman or the authorized Vice Chairman of the council. The secretariat is responsible for collecting opinions of absent council members using Voting Forms No. 5 and No. 6 as stipulated in the Appendix issued with this Decree;- The National Council only reviews dossiers submitted by the specialized ministry-level councils, and the specialized ministry-level councils only review dossiers submitted by the provincial councils; dossiers that do not comply with the laws on emulation and commendation will not be considered;- The provincial councils submit to the specialized ministry-level councils, the specialized ministry-level councils submit to the National Council, and the National Council submits to the Prime Minister the list of individuals who received approval from 90% or more of the total council members;- Members of the council for awarding the titles "People's Artisan" and "Outstanding Artisan" shall not be subjects of consideration for these titles;- During a single awarding phase, members of the provincial council must not simultaneously serve as members of the specialized ministry-level councils or the National Council.

Additionally, the Decree also stipulates the tasks and composition of the council for awarding the titles "People's Artisan" and "Outstanding Artisan" as follows:
- The council for awarding the titles "People's Artisan" and "Outstanding Artisan" is established periodically with three levels:- Provincial Council;- Specialized Ministry-Level Council;- National Council.- The council is self-dissolved after completing its tasks.
- The council for awarding the titles "People's Artisan" and "Outstanding Artisan" has the following tasks:- Organize the awarding process ensuring compliance with this Decree;- Publicize the selection results in mass media to gather public opinion;- Finalize awarding dossiers and submit them to the competent council;- Review and resolve related petitions to the awarding process.
- The composition of the council for awarding the titles "People's Artisan" and "Outstanding Artisan" includes the Chairman of the council, Vice Chairmen of the council, and council members who are representatives of state management agencies on emulation and commendation at the same level; socio-political organizations, social organizations, social-professional organizations; several recognized People's Artisans, Outstanding Artisans, and reputable scientists who are well-versed in the related handicraft profession.
- The Chairman of the council for awarding the titles "People's Artisan" and "Outstanding Artisan" decides to establish a secretariat to assist the council.
