On July 20, 2011, the Ministry of Public Security promulgated Circular 53/2011/TT-BCA-V22 regulating the management and use of training and regular retraining funds in the People's Police Force.
Principles of managing and utilizing training and refresher funds in the People's Public Security (Illustrative Image)
Section 4, Article 1 of Circular 53/2011/TT-BCA-V22 stipulates the principles of managing and utilizing the training and refresher funds within the People's Public Security as follows:
- Based on the actual conditions for sending cadres and soldiers to study for intermediate, college, university, or postgraduate levels under the current regulations of the Ministry of Public Security and the available training and refresher funds, the Public Security units and localities decide on partial financial support (tuition fees, purchase of textbooks) for these individuals at training institutions within and outside the People's Public Security.
- The training and refresher funds are used to cover the expenses directly serving the training and refresher work for cadres and soldiers who are authorized to be sent for training according to the annual training and refresher plan and targets set by the Ministry of Public Security. This includes: direct training at training and refresher institutions within the People's Public Security or external training and refresher institutions; covering the activities directly managing the training and refresher work for cadres and soldiers by training and refresher institutions or Public Security units and localities assigned to organize training and refresher courses for cadres and soldiers.
- Training and refresher funds shall not be used for administrative activities of training and refresher institutions; investment in constructing infrastructure for training and refresher institutions for cadres and soldiers. The operational expenses of training and refresher institutions are ensured from the regular operational budget estimates of Public Security units and localities.
