Below are the general standards for the Principal and Vice Principal at higher education institutions under the Ministry of Finance of Vietnam from November 7, 2024.

On November 7, 2024, the Minister of Finance of Vietnam issued Decision 2662/QD-BTC concerning the standards for the positions of Principal and Vice Principal at higher education institutions under the Ministry of Finance of Vietnam.
According to Article 3 of the Regulation issued with Decision 2662/QD-BTC in 2024, the general standards for the Principal and Vice Principal at higher education institutions under the Ministry of Finance are as follows:
(1) Standards on Political Ideology:
- Loyal to the interests of the Vietnam Communist Party, the nation, ethnicity, and the people; steadfast in Marxism-Leninism, Ho Chi Minh ideology, goals, ideals of national independence, socialism, and the renewal policy of the Vietnam Communist Party; with a solid stance, perspective, and political bravery, determined to protect the Vietnam Communist Party's Platform and guidelines, the Constitution, and the law; patriotic spirit, putting the interests of the Vietnam Communist Party, the nation, ethnicity, people, and collective above personal gain; comply with assignments from agencies, organizations; adhere to speech discipline according to the principles, regulations of the Vietnam Communist Party and the law.
- Must have conclusions from competent authorities ensuring political standards for appointment according to the Politburo's Regulation, Central regulations on protecting the internal politics of the Vietnam Communist Party.
(2) Standards on Ethics and Lifestyle:
Possess clear, exemplary ethical qualities; lead a life of honesty, modesty, sincerity, and simplicity; embody thrift, integrity, and impartiality; not corrupt or self-seeking; do not allow relatives or acquaintances to exploit their position for personal gain; highly responsible for their work; exhibit solidarity and model behavior; have the ability to utilize and nurture talented individuals, guide and assist colleagues; focus on the material and spiritual well-being of public employees and workers; actively fight against manifestations of ideological, political, ethical, lifestyle degradation, manifestations of "self-evolution," "self-transformation" internally; combat corruption, waste, negativity, opportunistic lifestyle, factions, and group interests.
(3) Standards on Organizational Discipline Awareness:
- Strictly comply with and implement organizational and disciplinary principles, the principle of democratic centralism, self-criticism, and criticism; comply with regulations, rules, and regulations of the agency, organization, unit of work; report comprehensively and honestly to superiors; provide complete, accurate, timely, and objective information upon request; perform asset declaration and disclosure as prescribed.
- Not belonging to cases prohibited from holding the position according to Vietnam Communist Party and State regulations; not under disciplinary consideration, criminal investigation, or prosecution; not under planning and appointment restrictions due to disciplinary actions according to Vietnam Communist Party and State regulations.
(4) Standards on Competence and Reputation:
- Possess innovative thinking, scientific working methods; have the ability to aggregate, analyze, and forecast; proficient in state management content, legal provisions of the sector; capable of identifying limitations, shortcomings in practice, and proposing solutions; able to implement the policies, guidelines of the Vietnam Communist Party and organize the implementation of legal regulations; can rally and harness the collective, individual strength; dynamic, creative, willing to think, do, and take responsibility for the common good; have leadership, directive capacity, and organize professional tasks.
- Rated and categorized as fulfilling tasks well or better in the last 03 consecutive years. Units under their management, governance are rated as fulfilling tasks well or better in the immediate preceding year or the field under responsibility evaluated by competent authorities as fulfilling tasks well or better.
(5) Standards on Awareness and Understanding:
Possess awareness and the ability to research, understand the political, economic, cultural, social, security, national defense, and foreign policy situation of the State; mastery of organizational principles, working regulations, and relational dynamics in the political system and agency; knowledgeable in leadership and management science.
(6) Standards on Health and Age: Possess sufficient health to complete the assigned tasks; ensure the appointment age is according to regulations.
(7) Standards on Planning: Personnel initially appointed must be planned for the positions of Principal, Vice Principal, or equivalent to the positions intended for appointment.
Regulations on leadership position standards of higher education institutions under the Ministry of Finance include: (1) Principal of the Academy of Finance, Principals of the following universities: University of Finance - Business Administration, University of Finance - Accounting, and University of Finance - Marketing (hereinafter referred to as Principals). (2) Deputy DiPrincipal of the Academy of Finance, Vice Principals of the following universities: University of Finance - Business Administration, University of Finance - Accounting, and University of Finance - Marketing (hereinafter referred to as Vice Principals). |
