The methods for developing economic-technical norms in the field of education and training in Vietnam from December 16, 2024, are stipulated in Circular 14/2024/TT-BGDDT.

On October 31, 2024, the Minister of Education and Training of VIetnam issued Circular 14/2024/TT-BGDDT guiding the process for developing, appraising, and issuing economic-technical norms and the method for pricing educational and training services.
According to the provisions of Article 6 of Circular 14/2024/TT-BGDDT, the methods for developing economic-technical norms in the field of education and training are as follows:
- Standard Method: based on the standards, legal regulations on labor time, rest policies, and the consumption level of machines and equipment to build labor, equipment, material norms, and infrastructure for each task, serving as a basis for calculating and developing economic-technical norms.
- Comprehensive Statistical Method: based on annual statistics or within reporting periods for three consecutive years before the point of developing economic-technical norms and actual educational and training situations at educational institutions to build economic-technical norms.
- Experimental Analysis Method: conduct surveys and experiments according to each process and job content; based on survey and experiment results to analyze and calculate each component factor of the norms.
- Comparison Method: based on the norms of equivalent tasks and products already implemented in reality to build economic-technical norms.
The procedures for developing, appraising, and issuing economic-technical norms in the field of education and training are carried out according to the provisions of Article 8 of Circular 14/2024/TT-BGDDT as follows:
- Developing economic-technical norms:
+ Based on the List of Public Service Activities utilizing state budget in the field of education and training, organizations and individuals assigned to develop economic-technical norms construct economic-technical norms for each public service activity;
+ If necessary, the competent agency issuing economic-technical norms forms a drafting committee to execute the task;
+ Gather opinions from relevant agencies, units, organizations, and individuals;
+ Finalize the documentation to present to the competent authority for issuing economic-technical norms. The documentation includes key contents: a presentation; draft economic-technical norms; practical summary report; explanatory report on the method of developing economic-technical norms, and other related documents.
- Appraisal and presentation for issuing economic-technical norms.
The competent authority issues economic-technical norms according to the provisions of Clauses 2 and 3 of Article 11 of Circular 14/2024/TT-BGDDT, assigning the task to a specialized unit to preside over the appraisal or establish an Appraisal Council (if necessary) for appraisal.
The unit developing economic-technical norms completes the documentation according to appraisal opinions and sends it to the specialized unit presiding over the appraisal to present it to the competent authority for consideration and issuance.

Circular 14/2024/TT-BGDDT replaces Circular 14/2019/TT-BGDDT of the Minister of Education and Training guiding the development, appraisal, and issuance of economic-technical norms and the method for developing pricing for educational and training services applied in the field of education and training.
Economic-technical norms already issued before Circular 14/2024/TT-BGDDT come into effect should be reviewed, revised, and supplemented to comply with the regulations in Circular 14/2024/TT-BGDDT.
