Principles of Emulation and Commendation in the Transportation Sector

Circular 13/2018/TT-BGTVT guiding the implementation of commendation and emulation work in the Transport Sector was issued on March 29, 2018. Notably, this document includes regulations on the principles of commendation and emulation.

1. Principles of Emulation

- Voluntary, self-disciplined, and transparent;- Solidarity, cooperation, and mutual development;- The consideration for awarding emulation titles must be based on the emulation movement; individuals and collectives participating in the emulation movement must register for emulation, determine objectives, and emulation targets; if not registered, they will not be eligible for consideration and recognition of emulation titles.

2. Principles of Commendation

- Accurate, transparent, fair, and prompt;- One form of commendation can be awarded multiple times to the same subject; multiple forms of commendation shall not be awarded for the same achievement;- Ensure consistency between the nature, form, and subject of commendation;- Closely combine moral encouragement with the incentive of material benefits;- The form of commendation must be appropriate to the subject, function, and assigned tasks of the collective or individual and the achievements attained;- Commendation must be based on conditions, standards, and achievements attained, not necessarily having to achieve a lower commendation first to be considered for a higher commendation. Focus on rewarding small collectives and individuals directly engaged in labor, production, study, work, combat, or combat support;- Commendation in periodic or specialized awards does not count towards the conditions and standards for proposing State-level commendations.- When numerous individuals and collectives meet the same conditions and standards, female individuals or collectives with a female ratio of 70% or more will be prioritized for commendation.

For female leaders and managers, the time holding the position for consideration of commendation for devotion will be reduced by one-third compared to the general regulation; if the retirement age is higher than regulated, the time holding the position for consideration of commendation for devotion will be implemented according to the general regulation.
