Principles for Promoting the Title of Teachers' Professional Standards

Circular 20/2017/TT-BGDDT stipulates the standards, conditions, content, and form of exams for promotion in professional titles for public preschool and general education teachers, issued on August 18, 2017. This Circular stipulates that the examination for promotion in professional titles for public preschool and general education teachers must ensure the following principles:

First, the assignment of teachers to take the rank promotion exam must be based on the job position, the structure of professional titles, the needs of public educational institutions, and the actual situation of the locality.

Second, teachers can participate in the rank promotion exam from a lower rank to the immediate higher rank of the same professional title they are holding.

Third, teachers taking the rank promotion exam must have sufficient documentation and evidence as prescribed. For standards and criteria that do not have evidence in the form of diplomas, certificates, or certifications, the evidence shall be the confirmation from the employing agency regarding the teacher's competence in meeting those standards and criteria.

Fourth, the organization of the rank promotion exam for professional titles must be equal, public, transparent, objective, and in accordance with the law.
