On November 6, 2024, the Prime Minister of the Government of Vietnam issued Official Telegram 112/CD-TTg concerning the urgent need to resolve existing suspended projects swiftly, expedite implementation, complete them, and put them into operation to prevent waste and loss.
Recently, the Government of Vietnam and the Prime Minister of the Government of Vietnam have directed various ministries, agencies, and local authorities to aggressively execute solutions to definitively address outstanding projects and those that have halted construction. As a result, many projects have been promptly remedied, revived, and put into efficient operation, such as the Cat Linh-Ha Dong railway project, Thai Binh 2 Thermal Power Plant, the renovation and expansion of Ha Bac Nitrogenous Fertilizer Plant, Song Hau 1 Thermal Power Plant, the Block B Gas Field and O Mon Thermal Power Center project, resolving several issues at the Nghi Son Refinery and Petrochemical Complex, Long Thanh International Airport, etc. Many projects were expedited, reducing construction time such as the 500 kV Circuit 3 transmission line from Quang Trach (Quang Binh) to Pho Noi (Hung Yen). This has enhanced the effectiveness of resource usage, preventing wastage of state and social resources, contributing to socio-economic development, and building public trust. However, numerous projects remain unresolved by respective levels, sectors, and agencies, leading to prolonged halts in construction like Can Tho City Oncology Hospital construction project, the second facilities of Bach Mai Hospital and Viet Duc Hospital, the flood control project in Ho Chi Minh City, Vicem's Operations and Transaction Center,... causing resource waste and public dissatisfaction.
To urgently resolve existing issues, complete, and put into use suspended projects, facilities, and office buildings... the Prime Minister of the Government of Vietnam demands:
- Ministers, heads of ministerial-level agencies, agencies under the Government of Vietnam, and Chairpersons of People’s Committees of provinces and central-affiliated cities to thoroughly organize, implement seriously and effectively the directives from General Secretary To Lam on preventing waste; effectively execute the resolutions of the Government of Vietnam and Prime Minister's directives on efficient resource utilization, rapidly deploying projects without losing or wasting resources, especially for suspended projects and stopped construction, office buildings of Ministries, agencies, state commercial banks, investment projects in state-owned Groups, Corporations, hospitals, student dormitories...
- Ministers, heads of ministerial-level agencies, agencies under the Government of Vietnam, and Chairpersons of People’s Committees of provinces and central-affiliated cities are directed to immediately:
+ Review and inventory all suspended projects, constructions, facilities, and unused or inefficiently used office buildings within their management scope, area.
+ Promptly develop action plans for addressing suspended projects, constructions, and delayed construction; effectively utilitize office facilities, reporting to the Prime Minister of the Government of Vietnam by November 30, 2024:
++ Clearly define responsibility, work content, progress, completion time, implementing bodies for the basis of urging, checking, monitoring, and evaluating.
++ For matters within their authority, proactively resolve issues, remove obstacles, while arranging and mobilizing resources to hasten the implementation of suspended projects, constructions delayed or halted, completing them for effective project goals exploitation. Efficiently utilize office buildings, facilities on the ground, especially for office buildings after administrative unit rearrangement.
++ For matters beyond authority, promptly review, clearly report issues, regulatory obstacles, propose handling measures, responsibilities of solving agencies and competent authority decisions, reporting to the Prime Minister of the Government of Vietnam for consideration and guidance promptly by November 30, 2024.
+ Address the accountability of individuals, organizations responsible for prolonged project delays; decisively replace or transfer to other work officials with weak capacity, avoiding responsibility, pushing, working negligently, afraid of responsibility, delaying and not meeting assigned job requirements related to issues causing project delays, prolonged, wasting resources...
