Preparation of Investment Project for Construction of Vietnamese Representative Offices Abroad

Recently, the Ministry of Foreign Affairs issued Circular 03/2008/TT-BNG providing guidance on the implementation of the Regulations on management of construction investment projects of Vietnamese representative offices and other agencies abroad.

Circular 03/2008/TT-BNG stipulates the establishment of investment projects for building Vietnamese representative agencies abroad as follows:

The project documents are specified for each type of project:

- New construction, renovation, and upgrading projects of existing facilities: including both explanatory sections and basic design sections.- Investment projects for purchasing houses and land: only include the explanatory section.- Projects for purchasing land and houses combined with construction, renovation, and upgrading: include both the explanatory section and basic design sections for the construction, renovation, and upgrading parts.

Investment projects need to ensure key requirements regarding the content of project establishment, design, etc., in accordance with relevant legal documents.

The investor can either self-implement or hire a consultancy organization to establish the investment project. The investor is responsible for the legality and quality of the investment project.
