Preparation and Allocation of Maintenance and Repair Budget with Community Participation

The Ministry of Finance issued Circular 15/2017/TT-BTC on February 15, 2017, specifically stipulating the preparation and allocation of maintenance and repair budget estimates with community participation.

the preparation and allocation of maintenance and upkeep estimates with community participation are regulated by Circular 15 as follows:

- Annually, based on the maintenance process, upkeep, and the current state of works, the Commune People's Committee assigns the National Target Program Management Board to compile a list of works, and items that need maintenance and upkeep. The Commune People's Committee announces the maintenance and upkeep plan to the people and the community, organizes open discussions before finalizing the maintenance and upkeep plan and the maintenance and upkeep budget estimates for works managed and used by the Commune People's Committee (including traffic works and management works), submits it to the commune-level People's Council for approval, and simultaneously sends it to the District People's Committee for compilation. Maintenance and upkeep funds are allocated as a separate item in the commune-level budget. Based on the decision to allocate maintenance and upkeep capital plans by the District People's Committee and the Resolution of the commune-level People's Council, the Commune People's Committee organizes the preparation, appraisal, and approval of the maintenance and upkeep budget for each work in the area;- The Commune People's Committee is the investor and decides to assign community organizations or groups of workers in the commune to undertake the work or assigns the village head to organize households in the village to maintain and upkeep the works managed and used by the village;- In cases where community organizations, groups of workers, or households in the village do not have the conditions and capabilities to implement, the Commune People's Committee signs contracts to hire organizations or individuals with sufficient capacity to carry out maintenance and upkeep in the area.
