The Ministry of Health recently issued Circular 38/2018/TT-BYT providing guidance on the emulation and commendation work in the health sector.
According to the new regulations, the consideration for awarding commendation titles and rewards in the healthcare sector is based on the following principles:
- The commendation titles and rewards will not be considered or proposed for collectives or individuals who are undergoing disciplinary action, administrative violation processing by authorized agencies, or under investigation, prosecution, and trial but have not yet been concluded; under inspection, examination when there are signs of violation, or under verification for a complaint or denunciation.- In cases of equal achievements, preference will be given to smaller collectives, women, and individuals not holding positions.- Within one year, no more than two Certificates of Merit from the Minister of Health can be proposed to be awarded to one collective or individual (excluding special and exceptional achievements). For thematic commendations, no more than one Certificate of Merit from the Minister of Health may be proposed each year.- No rewards will be given to collectives or individuals participating in organizing conferences, seminars, discussions, dialogues, political, cultural, social events, or similar activities, except for commendations on the occasion of the unit's establishment anniversary, the sector's traditional day at round milestones (10 years).
