Recently, the Ministry of Information and Communications has issued Circular 17/2013/TT-BTTTT stipulating the operation of Commune Cultural Post Offices.
Article 7 of Circular 17/2013/TT-BTTTT stipulates the activities for reading books and newspapers at the Commune Cultural Post Office, which includes serving free reading of printed books and newspapers, various printed materials, and organizing reading of books and newspapers on the Internet.

Additionally, when organizing the book and newspaper reading service at the Commune Cultural Post Office, the following requirements must be met:
- Ensure a minimum time to serve the needs of people for reading books and newspapers, corresponding to the opening hours according to the national technical regulations on public postal services issued by the Ministry of Information and Communications from time to time;- Types of books and newspapers must be recorded, classified, and arranged by topic for easy monitoring, management, and access.
Regarding the source and distribution of books and newspapers at the Commune Cultural Post Office as stipulated in Circular 17/2013/TT-BTTTT:
- The sources of books and newspapers at the Commune Cultural Post Office are provided through inter-sectoral cooperation programs, the National Target Program to bring information to grassroots, mountainous areas, remote areas, border areas, islands, and other programs.- Books and newspapers provided to the Commune Cultural Post Office must be suitable for the local needs and characteristics; prioritizing allocation to communes in areas with difficult and extremely difficult economic and social conditions.
The circulation of books between the Commune Cultural Post Office and the commune library, between the Commune Cultural Post Office and the commune Legal Bookcase, and vice versa, is carried out at least every 6 months.
For the minimum retention period of various types of newspapers and publications at the Commune Cultural Post Office, it is regulated as 01 month for newspapers and 02 months for publications.
