Regarding this matter, LawNet would like to answer as follows:

On March 26, 2024, the Minister of Construction issued Decision 201/QD-BXD on the legal popularization and education plan and legal support for businesses in 2024.

The plan of legal popularization and education plan and legal support for businesses for 2024 by the Ministry of Construction includes the following key tasks:

(1) Implement legal popularization and education work according to the assigned tasks in the Law on Legal Popularization and Education, Conclusion 80-KL/TW, Decision 1521/QD-TTg dated October 6, 2020 of the Prime Minister on the plan for implementing Conclusion 80-KL/TW dated June 20, 2020 of the Party Central Committee on continuing to implement Directive 32-CT/TW and other guiding documents,...and other programs and plans on legal popularization and education; enhance monitoring, inspection, understanding of the actual situation, guidance, and resolution of difficulties and obstacles in legal popularization and education work.

(2) Promote the dissemination of legal documents drafted, approved, or issued under the authority of the Ministry of Construction in 2023 and 2024.

(3) Organize policy communication activities with significant impact on society during the process of drafting legal documents; regulations directly related to production, business, legitimate rights and interests of individuals, businesses; administrative reform; anti-corruption, anti-waste efforts; digital transformation; environmental protection; fire prevention and fighting; social issues of concern or requiring social orientation; etc., related to the state management of the Ministry of Construction, such as the draft Law on Urban and Rural Planning; the draft Law on Urban Development Management; and the draft Law on Water Supply and Drainage.

(4) Organize training and capacity-building on legal knowledge, the profession of legal popularization and education, and enhance the capacity of the legal popularization and education team and legal reporters of the Ministry.

(5) Guide and organize activities in response to the Law Day of the Socialist Republic of Vietnam in 2024.

(6) Advise on the implementation of tasks and activities of the Central Coordination Council for Legal Popularization and Education.

(7) Review the legal reporter team of the Ministry to propose exemptions and recognition of legal reporters as regulated by the law.

(8) Implement the media cooperation program between the Ministry of Construction and Vietnam Television from 2022 to 2026 and the information dissemination program coordination between the Ministry of Construction and Nhan Dan Newspaper from 2022 to 2026, and other coordination programs (if any).

(9) Coordinate with the Ministry of Justice and relevant agencies: implement projects related to legal popularization and education; research and improve the legal framework and policies on legal popularization and education.

(10) Actively and proactively apply digital transformation and information technology in legal popularization, education work, and legal support for businesses to meet the requirements of the new situation.

(11) Strengthen the implementation of other forms of legal popularization and education as prescribed (Announcement of new legal documents, organization of seminars, online Q&A sessions; Responding to suggestions from organizations, individuals, and businesses regarding the implementation of mechanisms, policies, and laws in the construction sector; Organizing press conferences, press releases for communication; compiling and publishing legal popularization and education materials; professional guidance documents; Updating legal documents on the national database...)

(12) Provide businesses with legal information and legal advice on the areas of state management of the Ministry of Construction.

(13) Timely update and provide complete information on newly issued legal documents in the field of state management of the Ministry of Construction and maintain the "Q&A" section on the Ministry's electronic information portal.
