On April 25, 2024, the Ministry of Health of Vietnam issued Plan 509/KH-BYT on informing and propagating administrative reform in 2024.

The Ministry of Health of Vietnam issued Plan for informing and communicating administrative reform for 2024 with the following purposes, requirements, and solutions:

(1) Purposes:

- Timely disseminate directives of the Government, Prime Minister, Ministry of Health, and central ministries/agencies' regarding administrative reform, institutional reform, administrative procedure reform, organizational reform, civil service regime reform, public financial reform, construction and development of e-government and digital government; mechanisms, policies, legislative documents, and guidelines at all levels regarding the implementation of online public services (OPS); the benefits and methods of accessing and utilizing OPS; the experiences of countries in the region and internationally, as well as of ministries, central authorities, and localities in implementing OPS; emphasis on showcasing exemplary units and individuals in implementing efficient and effective administrative reform to replicate good models, best practices, and valuable innovations in administrative reform.

- Enhance awareness and responsibility of officials and public employees towards the significance, goals, and importance of administrative reform and administrative procedure reform specifically, creating positive and strong changes in working spirit, attitude, and clear understanding of serving organizations and individuals.

- Encourage organizations and individuals to actively participate in providing feedback and suggestions on draft legislative regulations and administrative procedures within the Ministry of Health's jurisdiction.

(2) Requirements:

- Disseminate and communicate timely, complete, regular, continuous, multidimensional information in accordance with the nature, characteristics, and tasks of each unit and target group related to the implementation roadmap for state administrative reform in 2024.

- Integrate state administrative reform information and communication with the dissemination and education of Party policies, state laws on legislative reform, judicial reform, and the construction of a socialist rule-of-law state by and for the people.

- Information and communication on administrative reform should contribute to enhancing the sense of responsibility, public ethics of officials and public employees, as well as raising public awareness, preventing corruption and negative practices, and serving the industrialization, modernization, and international integration causes.

- Communication activities should be conducted regularly, continuously, innovatively, and diversely, aligning with the implementation roadmap of the 2021–2025 administrative reform plan and the 2024 administrative reform plan of the Ministry of Health.

(3) Solutions:

- Enhance the awareness and responsibility of Party committees and unit leaders in directing, managing, and organizing the implementation of information and communication activities related to administrative reform.

- Integrate the examination of information and communication activities for administrative reform into the 2024 administrative reform inspection plan.

- Link information and communication activities for administrative reform with commendation and reward mechanisms in the operations of agencies, organizations, and units.
