higher education institutions provide and regularly update accurate general information about the organization and administration on the electronic information page, including:

Introduction information includes:

- Mission, vision, development strategy;- Organization chart, organizational structure, functions, duties, and powers of the higher education institution and its affiliated units;- Summary of the formation and development process of the higher education institution;- Full name, position, phone number, email address, and duties of the leaders of the higher education institution.

Transaction information includes: Address, phone number, fax number, and official email address of the higher education institution for transactions and receiving information. The system of regulations and management documents related to the activities of the higher education institution.

Information about administrative procedures includes:

- List of online services implemented on the electronic information page of the higher education institution;- List of administrative procedures under the jurisdiction of the higher education institution, along with the process, documentation, procedures, transaction information of the direct handler, resolution time, fees, and charges (if any);- Information on propaganda, dissemination, guidance on the implementation of laws, policies, and planning of the higher education institution.

Finally, the section for collecting feedback from organizations and individuals includes: List of issues requiring feedback; content of the issues requiring feedback; address, email for receiving feedback, and the deadline for receiving feedback.

According to this circular, the Ministry of Education and Training encourages the affiliated units of higher education institutions to establish their own electronic information pages within the system of electronic information pages of the higher education institution.
