Organizational structure and Payroll of the Department of Radio, Television, and Electronic Information in Vietnam

(1) Department leaders:

The Department of Radio, Television, and Electronic Information has a Director and Deputy Directors.

The Director is responsible before the Minister and before the law for the results of implementing assigned functions, tasks, and powers.

The Deputy Director assists the Director in directing and administering the Department's work areas and is responsible before the Director and the law for the results of implementing assigned tasks.

(2) Organizational apparatus and Payroll:

* Rooms:

- Radio and Television Department;

- Electronic Information Department;

- Service Management Department;

- Office.

* Affiliated business units:

- Radio, television, and electronic information measurement center.

The functions, tasks, powers, and organizational structure of affiliated public service units are developed by the Director of the Department and submitted to the Minister for decision.

The functions, tasks, powers, and working relationships between units under and under the Department are decided by the Director of the Department.

(3) Payroll:

- The Department's civil servant payroll is developed by the Director and submitted to the Minister for decision.

- The number of people working in public service units under the Department is decided by the Director of the public service unit or submitted to the Director of the Department for the Director to submit to the Minister for decision according to the financial autonomy mechanism assigned according to the provisions of law.

Duties and powers of the Department of Radio, Television, and Electronic Information

(1) Advise and assist the Minister in performing state management tasks:

- Preside and coordinate research, propose, develop, and submit to the Minister for promulgation or let the Minister submit to competent authorities for promulgation of legal documents in the fields of radio, television, and electronic information as assigned by the Minister;

- Preside over and coordinate to develop and submit to the Minister or let the Minister submit to competent authorities for approval of long-term, medium-term, and annual development strategies, planning, and plans; programs, schemes, and projects on radio, television, and electronic information;

- Evaluate license application dossiers and submit them to the Minister to grant, extend, suspend, amend, supplement, and revoke radio and television operating licenses; producing domestic radio and television program channels; editing foreign program channels; providing pay radio and television services; establishing social networks; providing online video game services; deciding to approve the content of online video game scripts; obtaining a certificate of registration to provide foreign television channels on pay radio and television services; and other types of decisions and certificates according to the provisions of law;

- Appraise documents and submit them to the Minister to decide on granting, exchanging, re-issuing, and revoking press cards for subjects engaged in journalistic activities in the field of radio and television according to the provisions of law;

- Advise and help the Minister give opinions on the appointment, re-appointment, and assignment of leadership to press agencies with radio and television operating licenses according to the Party's regulations and the law;

- Advise and help the Minister organize the launch and implementation of the emulation movement; organize awards for radio, television, and electronic information according to the provisions of law.

(2) Directly organize state management implementation:

- Guide and organize the implementation of legal documents, policies, strategies, planning, development plans, programs, and projects in the fields of radio, television, and electronic information; Organize inspection, examination, and handling of administrative violations of the law in the fields of radio, television, and electronic information; Receiving citizens, resolving complaints, denunciations, petitions, and reports within its authority in the fields of radio, television, and electronic information according to the provisions of law;

- Grant, extend, amend, supplement, temporarily suspend, suspend, or revoke licenses to establish general information websites, licenses, Certificate of registration of program channel list on radio and pay television services; provision of online video game services; provision of information content services on mobile telecommunications networks; confirmation of notice of provision of online video games; Approve the posting and broadcasting of speeches on central radio and television for foreign agencies and organizations in Vietnam in accordance with the provisions of law;

- Carry out advertising management tasks in the fields of radio, television, and electronic information according to the provisions of the law; Receive and confirm notifications of cross-border advertising service provision activities in Vietnam; Receive and process notices of cross-border advertising that violates the law and take preventive measures according to the provisions of the law;

- Organize the implementation of electronic deposit; check the deposited press in the field of radio and television; store electronic information to serve state management;

- Preside and coordinate with relevant agencies and organizations to manage the content, quality, and prices of radio and television services according to the provisions of law; coordinate guidance and management on competition and protect the rights of users of radio and television services; resolve recommendations in the field of radio and television services;

- Preside and coordinate with relevant agencies and units in detecting and handling violating information online; Receive feedback on fake and untrue news on the Internet from agencies, organizations, and individuals; publish fake news, false news, and authentic news according to the provisions of the law and as assigned by the Minister;

- Measuring and verifying the quality of technical equipment systems, products, and services specialized in radio, television, and electronic information services
(excluding inspection of the electromagnetic field exposure safety of radio and television broadcasting equipment). Collect, measure, test, and publish data related to radio, television, and electronic information activities according to the provisions of law;

- Periodically organize briefings with subjects managed in the fields of radio, television, and electronic information and coordinate to organize press briefings in the information and Communications sector as assigned by the Minister;

- Preside and coordinate with relevant agencies and units to carry out professional training and guidance; propagate and disseminate laws and educate them in the fields of radio, television, and electronic information;

- Preside and coordinate with relevant agencies and units to carry out international cooperation in the fields of radio, television, and electronic information according to the assignment and decentralization of the Minister;

- Proposing and implementing plans for scientific research and application of scientific and technological advances in the fields of radio, television, and electronic information;

- Collect, manage, and use fees and charges from activities under the Department's management according to the provisions of law.

(3) Coordinate the implementation of state management tasks:

- Coordinate with the Department of Science and Technology and relevant units to develop standards and technical regulations in the fields of radio, television, and electronic information;

- Coordinate with the Department of Planning - Finance and relevant units to develop economic - technical norms, cost norms, pricing mechanisms and policies, and price frames for public service in the fields of radio, television, and electronic information;

- Participate in developing and organizing the implementation of policies on providing public services and public services in the fields of radio, television, and electronic information as assigned by the Minister;

- Coordinate and organize the implementation of legal regulations on intellectual property for radio and television programs and channels; radio, television, and electronic information products and services; Coordinate and direct enterprises providing intermediary services in the fields of radio, television, and electronic information to implement the provisions of the law on intellectual property;

- Participate in appraisal and reward in the fields of radio, television, and electronic information;

- Coordinate with relevant units to guide and inspect the activities of associations in the fields of radio, television, and electronic information according to the provisions of law;

- Coordinate to handle ethical violations of journalists in journalistic activities and when participating in social networks.

(4) Carrying out internal management work:

- Organize the implementation of administrative reform of the Department according to the administrative reform program of the Government and the Ministry; modernize offices and digitally transform the Department's management activities; resolve the complaint report; prevent and combat corruption, waste, and practice thrift at the Department;

- Management of the organization, payroll, civil servants, public employees, and employees under the Department's management scope; Implement policies and regimes for civil servants, public employees and workers under the Department's management according to the provisions of the law and the decentralization of the Minister;

- Manage finances, assets, and other assigned resources according to the provisions of the law and the decentralization of the Minister.

(5) Perform other tasks as prescribed by law or assigned by the Minister.
