The Ministry of Labor, Invalids, and Social Affairs is the authority responsible for recognizing, issuing, exchanging, reissuing, and revoking national vocational skill certificates.

Circular 38/2015/TT-BLDTBXH stipulates the procedures for requesting recognition and issuance, exchange, and re-issuance of national vocational skills certificates as follows:
1. Procedures for recognition and issuance of national vocational skills certificates for workers who participate in the assessment and meet the requirements for national vocational skills certificates are as follows:
- The vocational skills assessment organization directly submits 01 (one) dossier as stipulated in Clause 1, Article 6 of this Circular or sends it by post to the Ministry of Labor, Invalids and Social Affairs;- Within 10 (ten) working days from the date of receipt of the dossier, the Ministry of Labor, Invalids and Social Affairs is responsible for checking the dossier, deciding on recognition and issuing the national vocational skills certificates; in case of non-recognition, they must reply in writing and specify the reasons.
2. Procedures for recognition and issuance of national vocational skills certificates for winners of medals at the world skills competition, ASEAN skills competition, and winners of first, second, or third prizes at the national skills competition are as follows:
- The organizing committee for the skills competition directly submits 01 (one) dossier as stipulated in Clause 2, Article 6 of this Circular or sends it by post to the Ministry of Labor, Invalids and Social Affairs;- Within 05 (five) working days from the date of receipt of the dossier, the Ministry of Labor, Invalids and Social Affairs is responsible for checking the dossier, deciding on recognition and issuing the national vocational skills certificates.
3. Procedures for the exchange and re-issuance of national vocational skills certificates in cases specified in Articles 7 and 8 of this Circular are as follows:
- Individuals requesting the exchange of national vocational skills certificates or requesting re-issuance directly submit 01 (one) dossier as stipulated in Articles 7 or 8 of this Circular or send it by post to the Ministry of Labor, Invalids and Social Affairs;- Within 15 (fifteen) working days from the date of receipt of the dossier, the Ministry of Labor, Invalids and Social Affairs is responsible for checking the dossier and exchanging or re-issuing the national vocational skills certificates; in case of non-exchange or non-reissuance, they must reply in writing and specify the reasons.
