Recently, the Circular 27/2015/TT-NHNN issued by the State Bank guides the implementation of loans for production forest planting and livestock development as stipulated in the Decree 75/2015/ND-CP.

According to Circular 27/2015/TT-NHNN, lending for production forestation and livestock farming for households is divided into two cases:

The first case includes the contents where the Bank lends to households not stipulated in Circular 27 as follows:

- The Social Policy Bank will provide loans in accordance with Decree 78/2002/ND-CP and relevant legal regulations;- The Vietnam Bank for Agriculture and Rural Development (Agribank) will provide loans in accordance with Decree 55/2015/ND-CP and relevant legal regulations.

The second case is where the household is only permitted to borrow unsecured loans for production forestation and livestock farming in accordance with Article 4 of Circular 27 at one of the two Banks and must comply with the guidance of the provincial People's Committee on determining the types of plants and animals according to the actual conditions of the locality.
