Below is the content of the regulation on the merger of Cua Lo Town into Vinh City of Nghe An province from December 1, 2024.

On October 24, 2024, the Standing Committee of the National Assembly of Vietnam issued Resolution 1243/NQ-UBTVQH15 regarding the reorganization of district and commune-level administrative units in Nghe An province for the period 2023 – 2025.
Resolution 1243/NQ-UBTVQH15 in 2024 has merged the entire district-level town of Cua Lo and 04 communes of Nghi Loc district into Vinh City. To be specific:
Merging the entire natural area of 29.09 km2, with a population size of 77,813 people from Cua Lo district-level town and the entire natural area of 6.17 km2, with a population size of 11,884 people from Nghi Xuan commune, the entire natural area of 6.12 km2, with a population size of 10,409 people from Phuc Tho commune, the entire natural area of 9.50 km2, with a population size of 11,006 people from Nghi Thai commune and the entire natural area of 10.35 km2, with a population size of 11,831 people from Nghi Phong commune in Nghi Loc district into Vinh City.
After the reorganization, Vinh City will have a natural area of 166.22 km2 and a population size of 580,669 people; Nghi Loc district will have a natural area of 313.88 km2 and a population size of 209,326 people.
Additionally, the reorganization of commune-level administrative units in Vinh City is as follows:
- Establishing Hung Dong ward based on the entire natural area of 6.42 km2 and a population size of 17,784 people from Hung Dong commune.
- Establishing Hung Loc ward based on the entire natural area of 6.72 km2 and a population size of 26,321 people from Hung Loc commune.
- Establishing Nghi Phu ward based on the entire natural area of 6.47 km2 and a population size of 25,032 people from Nghi Phu commune.
- Establishing Nghi Duc ward based on the entire natural area of 5.69 km2 and a population size of 9,365 people from Nghi Duc commune.
- Merging the entire natural area of 0.50 km2, with a population size of 8,692 people from Hong Son ward into Vinh Tan ward. After the merger, Vinh Tan ward will have a natural area of 5.54 km2 and a population size of 32,157 people.
- Merging the entire natural area of 0.67 km2, with a population size of 12,618 people from Doi Cung ward and the entire natural area of 0.87 km2, with a population size of 13,713 people from Le Mao ward into Quang Trung ward. After the merger, Quang Trung ward will have a natural area of 2.12 km2 and a population size of 38,511 people.
After the reorganization: Vinh City will have 33 commune-level administrative units, including 24 wards: Ben Thuy, Cua Nam, Dong Vinh, Ha Huy Tap, Hung Binh, Hung Dung, Hung Dong, Hung Loc, Hung Phuc, Le Loi, Nghi Duc, Nghi Hai, Nghi Hoa, Nghi Huong, Nghi Phu, Nghi Thu, Nghi Thuy, Nghi Tan, Quan Bau, Quang Trung, Thu Thuy, Trung Do, Truong Thi, Vinh Tan and 09 communes: Hung Chinh, Hung Hoa, Nghi An, Nghi Kim, Nghi Lien, Nghi Thai, Nghi Phong, Nghi Xuan, Phuc Tho.
Vinh City borders on Hung Nguyen district, Nghi Loc district; Ha Tinh province and East Sea;
Reorganization of commune-level administrative units in Nghi Loc district
- Establishing Dien Hoa commune based on merging the entire natural area of 4.98 km2, with a population size of 7,038 people from Nghi Hoa commune and the entire natural area of 6.86 km2, with a population size of 9,785 people from Nghi Dien commune. After establishment, Dien Hoa commune will have a natural area of 11.84 km2 and a population size of 16,823 people.
Dien Hoa commune borders on the communes Nghi Long, Nghi Phuong, Nghi Thuan, Nghi Trung, Nghi Van, commune-level town Quan Hanh and Hung Nguyen district;
- Establishing Thinh Truong commune based on merging the entire natural area of 5.60 km2, with a population size of 6,040 people from Nghi Thinh commune and the entire natural area of 8.72 km2, with a population size of 6,687 people from Nghi Truong commune. After establishment, Thinh Truong commune will have a natural area of 14.32 km2 and a population size of 12,727 people.
Thinh Truong commune borders on the communes Khanh Hop, Nghi Long, Nghi Thach, Nghi Trung, Nghi Xa and Vinh City.
After the reorganization: Nghi Loc district will have 23 commune-level administrative units, including 22 communes: Dien Hoa, Khanh Hop, Nghi Cong Bac, Nghi Cong Nam, Nghi Dong, Nghi Hung, Nghi Kieu, Nghi Lam, Nghi Long, Nghi My, Nghi Phuong, Nghi Quang, Nghi Thach, Nghi Thiet, Nghi Thuan, Nghi Tien, Nghi Trung, Nghi Van, Nghi Van, Nghi Xa, Nghi Yen, Thinh Truong and commune-level town Quan Hanh.
Nghi Loc district borders on the districts Dien Chau, Do Luong, Hung Nguyen, Nam Dan, Yen Thanh, Vinh City and East Sea.
More details can be found in Resolution 1243/NQ-UBTVQH15 which comes into effect on December 1, 2024.
From December 1, 2024, Nghe An province will have 20 district-level administrative units, including 17 districts, 02 district-level towns, and 01 city; 412 commune-level administrative units, including 362 communes, 33 wards, and 17 commune-level towns.
