People's Council of Nghe An Province of Vietnam has determined breakthrough steps by sector and field by 2020

On December 20, 2008, the People's Council of Nghe An Province issued Resolution 244/2008/NQ-HDND approving the master plan for socio-economic development of the coastal and marine areas of Nghe An Province, Vietnam until 2020.

Resolution 244/2008/NQ-HDND identifies breakthroughs by sector and field by 2020 as follows:

- Focus on investment to form a system of key products in sectors and fields with comparative advantages: Port services, maritime transport business; commerce; high-end marine tourism and resorts; fisheries; shipbuilding mechanics, mechanical engineering; textile spinning, garment; supporting industrial products, automation, new materials, software, IT equipment, etc.

- Focus on developing Dong Nam Nghe An Economic Zone. Invest in completing the infrastructure system and have favorable mechanisms and policies to attract investment in developing industrial zones according to the plan.

- Develop a comprehensive and modern infrastructural system, including the Port system (especially Cua Lo Port); upgrade the road, rail, and air traffic systems; modernize the telecommunications system; complete the power supply, water supply and drainage, and environmental pollution treatment network.

- Accelerate urbanization; develop central urban areas, including Vinh City, district-level town Cua Lo, Hoang Mai and Phu Dien; peripheral urban areas within Dong Nam Economic Zone and commune-level town district centers, and hamlets.

- Develop high-quality human resources and scientific and technological potential to meet development requirements.

- Promote foreign economic development, creating a breakthrough in international economic integration.
