On December 20, 2008, the People's Council of Nghe An Province issued Resolution 244/2008/NQ-HDND approving the master plan for socio-economic development of the sea and coastal areas of Nghe An Province, Vietnam until 2020.

Resolution 244/2008/NQ-HDND stipulates the socio-economic development objectives for the coastal regions of Nghe An Province as follows:
- Per capita GDP (current prices) to reach approximately 1,100 USD by 2010, approximately 2,240 USD by 2015, and approximately 4,860 USD by 2020.
- The annual average GDP growth rate in the period 2008-2010 to reach 12.9%, in the period 2011-2015 to reach 14.5% - 15.0%, and in the period 2016-2020 to reach 14.5% - 15.9%.
- Significant shift in the economic structure towards rapid increase in non-agricultural sectors. By 2010, the proportion of industry - construction in GDP is to reach 42.3%, services 43.5%, and agriculture, forestry, fishery approximately 14.2%; the corresponding structure in 2015 is 44.2%, 44.9%, and 10.9%; by 2020 it is 46.1%, 47.3%, and 6.6%.
- Develop and complete the marine economic infrastructure, including systems of cargo ports, tourist ports, coastal transportation networks, and inland connection networks; power systems, water supply, waste treatment, disaster prevention structures, etc.
- Rapid formation and development of coastal areas such as Dong Nam Economic Zone, industrial zones (IZ), coastal tourist areas, service areas. Organize spatial and land use distribution rationally; develop a quality coastal urban system with the nucleus being Vinh city and district-level towns: Cua Lo, Hoang Mai, Phu Dien.
- Rapidly increase the proportion of budget revenue relative to GDP, striving for budget revenue to reach 13% of GDP by 2010, 20% of GDP by 2015, and 25% of GDP by 2020.
- Enhance all aspects of the economic and cultural life of the population, rapidly reduce the poverty rate; ensure social equity. Maintain a reasonable population size, attract labor, create jobs, and increase income for workers.
- Develop the economy in conjunction with social development, human resources, and science and technology.
- Develop harmoniously and sustainably; protect the environment, exploitation to be coupled with the protection and enrichment of resources. Maintain national defense and security, build Nghe An sea into a stable, cooperative, and developing region with other localities and countries.
