On July 11, 2024, the Prime Minister of Vietnam issued Decision 625/QD-TTg regarding the Planning for Nghe An Province for the period 2021 - 2030, with a vision to 2050.

According to Decision 625/QD-TTg in 2024, the Planning for Nghe An Province for the period 2021 - 2030, vision to 2050 includes the following main contents:

(1) Complete the synchronizing planning system

- Review and abolish planning on investment development of specific goods, services, and products, determining the volume and quantity of products to be produced and consumed in the region, and other planning that is not compatible with the reality and legal regulations; publicly announce a list of planning incorporated into the provincial plan that are no longer valid according to Article 59 of the Planning Law.

- By 2025, complete the review, development, and adjustment of urban, rural, technical, and specialized planning in Nghe An Province in accordance with the law, ensuring consistency and synchronization with the approved provincial plan.

(2) Implement the projects according to the provincial plan

* Prioritized and phased investment for implementing the provincial plan.

(List of projects to be implemented is in Annex I attached to Decision 625/QD-TTg).

- Principles for determining public investment projects

+ Comply with regulations of the Public Investment Law, State Budget Law and related documents of competent authorities regarding public investment.

+ Improve infrastructure from projects that have been and are being implemented from public investment sources to maximize the effectiveness of the works and projects; use public investment to activate all social resources.

+ Prioritize the implementation of infrastructure projects that have a large spreading impact, inter-regional connectivity, especially strategic transport infrastructure of the province, industrial development infrastructure; border infrastructure; science and technology infrastructure; healthcare, education, culture, sports, information, social welfare infrastructure; power grid infrastructure; technical infrastructure in urban centers, growth-driven areas, and economic corridors identified in the provincial plan to attract investment capital, ensuring a reasonable, effective investment structure.

+ Continue to prioritize investment in completing irrigation, dyke, water supply and drainage infrastructure to meet socio-economic development needs, ensure social welfare, national defense, security, disaster prevention, climate change adaptation, and rising sea levels. Pay attention to the implementation of public investment projects aimed at socio-economic development in ethnic minority and mountainous, border areas of the province.

- Projects using capital from sources other than public investment

+ Priority industries, sectors for investment attraction include: Airports, seaports, inland waterways, inland water terminals, logistics infrastructure, railways; economic zone infrastructure, industrial zones, industrial clusters; high-tech forestry zones; power development; clean water supply; healthcare, education and training, culture, sports, environment, commerce, tourism, services, information and communication infrastructure.

+ Develop mechanisms and policies to encourage investment, mobilize resources for development investment; private investment in education and training, healthcare, culture, sports, environmental protection, and other social welfare sectors.

+ Strengthen public-private partnerships (PPP) based on improving the investment and business environment, administrative reforms, enhancing provincial competitiveness (PCI); develop breakthrough policies for strategic infrastructure development, focusing on the private economic sector, especially large-scale enterprises and FDI enterprises; promote bank-enterprise linkage, support investors to enhance the effectiveness of investment capital.

- The location, boundary scope, land use area, route direction, total investment structure, source of capital for implementation, and detailed information of projects will be specified in urban planning, rural planning, district-level land use planning, and technical specialized planning, or during the stages of planning, appraisal, approval or decision on investment policy, investment decision of programs and projects.

- Attract investment to increase the density, scale, productivity, and efficiency of production and business establishments in the province, especially in the 02 growth-driving areas of the province (including the expanded Vinh city and the expanded Dong Nam Nghe An economic zone) and 06 urban centers (expanded Vinh city, Hoang Mai town, Thai Hoa town, Dien Chau town, Do Luong town, Con Cuong town).

* Resources for plan implementation

To achieve an average annual GRDP growth of 10.5 - 11.0% in the period 2021 - 2030, Nghe An Province is projected to mobilize a total social investment capital of about 1,650 trillion VND, specifically**:**

* Complete mechanisms, policies for development and strengthen regional linkages

Actively complete the local development mechanisms and policies and cooperate with ministries and central authorities, localities in the North Central region to build, complete regional policies, and key projects that create breakthroughs for the development of the province, region, and nation.

(List of mechanisms, policies, provincial and regional linkage development programs, and projects in Annex II attached to Decision 625/QD-TTg).

(3) Land use planning

Based on the National Land Use Planning, national sectoral planning, North Central Region and Coastal Central Region Planning for the period 2021 - 2030, vision to 2050, Nghe An Province Planning for the period 2021 - 2030, vision to 2050, National Security Land Use Planning for the period 2021 - 2030, vision to 2050, National Defense Land Use Planning for the period 2021 - 2030, vision to 2050, national land use planning indicators for the period 2021 - 2030, vision to 2050, the national land use plan for the 05 years 2021 - 2025 assigned by Decision 326/QD-TTg dated March 9, 2022 and Decision 227/QD-TTg dated March 12, 2024 of the Prime Minister of the Government of Vietnam adjusting some land use indicators up to 2025, the People's Committee of Nghe An Province prepares and submits for approval the Nghe An Province Land Use Plan for the period 2021 - 2025 and 2026 - 2030 according to the law.
