Circular 48/2017/TT-BYT was issued by the Ministry of Health on December 28, 2017, stipulating specific procedures for the submission of electronic data and feedback on the receipt of electronic data in health insurance.
According to Circular 48, the regulation on the timing of sending electronic data to serve the management of medical examinations and treatment of health insurance is as follows:
- Medical examination and treatment facilities must send electronic data to the Data Reception Portal of the Vietnam Social Security's Health Insurance Verification Information System (hereinafter referred to as the Health Insurance Verification Information Portal) immediately after the conclusion of the examination or the end of the outpatient treatment or the end of the inpatient treatment for the patient, except in cases where electronic data is allowed to be sent later than the stipulated time.
In addition, Circular 48 also prescribes the feedback on the receipt of electronic data to serve the management of medical examinations and treatment of health insurance as follows:
- As soon as the information is received, the medical examination and treatment facility shall check the status and the health insurance card information of the patient to the Health Insurance Verification Information Portal. The Health Insurance Verification Information Portal must then respond with the status and health insurance card information and provide a full history of the patient's medical examinations and treatments, with minimum information that includes the time of examination and treatment, primary and accompanying diseases (if any) according to ICD-10 or traditional medicine codes, and the state of examination and treatment in the last 06 (six) months.- After receiving the electronic data from the medical examination and treatment facility about the conclusion of the examination or the end of outpatient treatment or the end of inpatient treatment for the patient, the Health Insurance Verification Information Portal must notify the medical examination and treatment facility about the receipt of the electronic data.
The transfer of electronic data after the conclusion of an outpatient examination or the end of outpatient treatment or the end of inpatient treatment for the patient to the Health Insurance Verification Information Portal to serve the management of medical examinations and treatment of health insurance does not require electronic data authentication.
