On June 20, 2024, the Minister of Natural Resources and Environment issued Decision 1661/QD-BTNMT on the Implementation Plan for Decision 274/QD-TTg to implement the Water Resources Law 2023.

Specifically, the implementation plan for the Water Resources Law 2023 by the Ministry of Natural Resources and Environment includes four main contents:

1. Organize propaganda, dissemination, and training on the Water Resources Law 2023 and detailed regulation documents, guidelines for implementing Water Resources Law 2023

2. Organize the review of legal normative documents

3. Finalize the system of legal documents on water resources

4. Perform assigned tasks in the Water Resources Law 2023

The detailed content for "Organize propaganda, dissemination, training on the Water Resources Law 2023 and detailed regulation documents, guidelines for implementing the law" is as follows:

(1) Organizational Forms:

• Organize conferences, seminars, specialized workshops to propagate, disseminate, and train on the provisions of the Water Resources Law 2023 and detailed regulation documents, guidelines for implementing the Water Resources Law 2023.

• Propagate and disseminate the Water Resources Law 2023 and detailed regulation documents, guidelines for implementing the Water Resources Law 2023 on public information channels.

• Develop communication publications, multi-media communication; develop and organize the implementation of training programs, legal knowledge reinforcement about water resources.

• Organize and develop Q&A materials about water resources law; software for policy and legal Q&A on water resources.

(2) Responsibilities:

• The Department of Water Resources Management, in coordination with relevant units within the Ministry, will undertake the following:

  • Develop propaganda materials on the provisions of the Water Resources Law 2023 and detailed regulation documents, guidelines for implementing the law; develop Q&A materials about water resources law.

  • Organize propaganda, dissemination, and training on provisions of the Water Resources Law 2023 and detailed regulation documents, guidelines for implementing the Water Resources Law 2023 through suitable forms: (1) Organize propaganda, dissemination, and training on provisions of the Water Resources Law 2023 and detailed regulation documents, guidelines for implementing the Water Resources Law 2023 in regions and by specialized topics; (2) Propagate and update information, policies, and legal documents on water resources on the Department's website.

• The Center for Natural Resources and Environment Communication, in coordination with the Department of Water Resources Management, will undertake the following:

  • Develop a comprehensive scheme on propaganda, dissemination, training, reinforcing legal knowledge about water resources for submission to the Minister of Natural Resources and Environment for approval.

  • Develop multi-media communication products for propagation and broadcast them on television channels, radio stations, media outlets, news agencies, and websites about the provisions of the Water Resources Law; organize talk-shows and legal Q&A about water resources on media outlets, news agencies; develop reports on exemplary models implementing water resources law regulations in life.

  • Organize conferences to propagate the provisions of the Water Resources Law 2023 and detailed regulation documents, guidelines for implementing the Water Resources Law 2023.

• The Natural Resources and Environment Newspaper, the Natural Resources and Environment Magazine develop news articles and carry out propagation and dissemination of the provisions of the Water Resources Law and detailed regulation documents, guidelines for implementing the Water Resources Law 2023 on electronic newspapers, printed newspapers, and printed magazines; open special pages, special sections, and specialized newsletters to introduce important contents of the Water Resources Law 2023 and the implementation status of the Water Resources Law 2023 in localities.

• The Office of the Ministry, in coordination with relevant units, will receive questions related to the implementation of water resources law regulations from organizations and individuals through the "System for receiving and responding to citizen feedback" on the Ministry's e-portal, and send them to specialized units for responses according to their functions.

• Universities such as Hanoi University of Natural Resources and Environment, Ho Chi Minh City University of Natural Resources and Environment, Training Schools for Natural Resources and Environment conduct review, update, develop, and publish programs, syllabi, materials according to water resources regulations and detailed regulation documents, guidelines for implementing the Water Resources Law 2023; organize knowledge reinforcement, legal training, professional development about the water resources field.

(3) Implementation Time:

• The work of propaganda, dissemination, and legal education on water resources must be conducted regularly and continuously with practical content and diverse, rich forms suitable for each subject.

• In 2024, carry out widespread propaganda, dissemination, and training on the Water Resources Law 2023 and detailed regulation documents, guidelines for implementing the law to ensure the timely introduction of the law into life right after the Water Resources Law 2023 comes into effect.
