Minimum Skill Requirements for the Brackish Water and Marine Aquaculture Sector of Intermediate Level

Circular 52/2018/TT-BLDTBXH issued by the Ministry of Labor, Invalids, and Social Affairs stipulates the minimum amount of knowledge and competency requirements that learners must achieve upon graduation from intermediate to college levels in the fields of agriculture, forestry, fishery, and veterinary. This Circular comes into effect from February 10, 2019.

As per the regulations on the minimum volume of knowledge, competency requirements that learners must achieve after graduating from the intermediate level, college level in the field of marine and brackish water aquaculture, issued in conjunction with Circular 52/2018/TT-BLDTBXH, the following are the minimum skills students must achieve after graduating from the intermediate level in marine and brackish water aquaculture:

- Participate in and support the supervision process of constructing hatcheries, farming areas, and auxiliary works serving the production and farming of marine and brackish water aquaculture species;

- Survey and propose suitable areas for building hatcheries and farming areas for marine and brackish water aquaculture species;

- Execute the steps for spawning, collecting, and incubating eggs, fry, and larvae of marine and brackish water aquaculture species in hatcheries;

- Provide technical consultation on production, rearing, and farming of marine and brackish water aquaculture species, and provide good customer care;

- Identify different types of goods, products, equipment, and tools used in the production and farming of marine and brackish water aquaculture species;

- Use and maintain some types of machinery, equipment, and tools used in hatcheries and farming areas for marine and brackish water aquaculture species;

- Implement the processes of renovating and preparing production systems for breeding, rearing, and commercial farming of marine and brackish water aquaculture species;

- Operate different systems for rearing larvae in varied nursery models;

- Monitor and suggest good management practices for the fluctuations of hydro-physical and hydro-chemical factors during the process of breeding parents, rearing fry, and commercial farming of marine and brackish water aquaculture species;

- Monitor the production processes and participate in maintaining the quality of industrial feed for marine and brackish water aquaculture species in feed processing factories;

- Execute well the feeding processes and propose management of feed during the breeding of parents, rearing fry, and commercial farming of marine and brackish water aquaculture species;

- Operate systems for culturing and harvesting natural feed used in hatcheries;

- Monitor and evaluate abnormal behavioral expressions of marine and brackish water aquaculture species during breeding, rearing, and commercial farming;

- Diagnose and propose effective treatments for common diseases (caused by fungi, parasites, bacteria, viruses, and environment) in marine and brackish water aquaculture species;

- Use and maintain machinery, equipment following correct procedures, ensuring principles of economy and safety;

- Properly execute harvesting and transporting fry to farming areas, transporting commercial aquaculture species to processing and consumption places, ensuring survival rates and health of the livestock;

- Implement occupational health and safety measures at sea and in the nursery systems for marine and brackish water aquaculture species;

- Propose applications of new nursery and farming systems and scientific and technical advancements into production systems for marine and brackish water aquaculture species;

- Perform basic first aid procedures for labor accident victims and coordinate transportation of the victims to the nearest medical facility;

- Perform good hygiene practices for machinery, tools, and equipment before the end of the working day;

- Use basic chemicals, goods, products, equipment, and tools in the production and farming of marine and brackish water aquaculture species;

- Implement environmental protection measures, treat waste and wastewater before discharging it into the surrounding environment;

- Use basic information technology according to regulations; exploit, process, and apply information technology in professional work in the sector;

- Use basic foreign languages, reaching level 1/6 in Vietnam's foreign language competency framework; apply foreign languages in professional work in the sector.
