On December 28, 2018, the Ministry of Labor - Invalids and Social Affairs (MOLISA) issued Circular 52/2018/TT-BLDTBXH stipulating the minimum knowledge volume and competency requirements that learners must achieve after graduating from intermediate level, college level in the fields of agriculture, forestry, fisheries, and veterinary.

Per the Regulation on Minimum Knowledge Volume, Competency Requirements for Learners After Graduating from Intermediate, College Level in Plant Protection Sector issued along with Circular 52/2018/TT-BLDTBXH, the minimum knowledge that learners must achieve upon graduating from the college level in the plant protection sector is as follows:
- Describe, identify, and analyze the basic characteristics of pests harmful to crops;
- Classify symptom groups by disease types and harmful insects;
- Present methods for effective and environmentally safe use of plant protection chemicals and fertilizers;
- Present methods for investigating, forecasting, and predicting crop pests;
- Present the principles of integrated pest management and propose effective control measures;
- Present methods for agricultural extension and environmental protection;
- Present basic knowledge of agricultural production management, fertilizer and pesticide business, and crop seeds;
- List methods for arranging experiments, testing fertilizers, plant protection chemicals, and crop seeds;
- Present the fundamental contents of state regulations related to plant protection and plant quarantine;
- Present basic knowledge about politics, culture, society, law, national defense-security, and physical education as per regulations.
