On February 10, 2019, Circular 52/2018/TT-BLDTBXH of BLDTBXH stipulating the minimum amount of knowledge and the competency requirements that learners must achieve after graduating from intermediate and college levels in the fields of agriculture, forestry, fishery, and veterinary medicine will take effect.

As stipulated in the Regulations on Minimum Knowledge Volume and Competency Requirements that learners must achieve after graduating from intermediate and college levels in the forestry sector, issued together with Circular 52/2018/TT-BLDTBXH, the minimum knowledge that learners must achieve after graduating from the college level in the forestry sector is as follows:
- Present the technical process and economic-technical norms for forest planting;
- List new technological knowledge regarding products and materials for forestry production;
- Describe the steps to develop plans, organize, and implement the production of seedlings and forest planting;
- Describe the process of using equipment and tools for forest planting and logging;
- Present specialized knowledge regarding the production of seedlings, market and policies related to seedling production; technical requirements for planting certain forestry species;
- Describe the technical steps for planting, caring, managing, protecting, and developing forests; the process of preparing design dossiers for forest planting and logging;
- Present the process of performing grassroots agricultural extension tasks.
- Present basic knowledge of politics, culture, society, law, national defense, physical education, and informatics as regulated.
Additionally, the regulations on the degree of autonomy and minimum responsibilities that learners must achieve after graduating from the college level in the forestry sector are as follows:
- Have good moral qualities and a proper understanding of the profession, cooperate well with colleagues, respect the law and regulations at workplaces;
- Be honest and highly disciplined, capable of working independently, ready to undertake assigned tasks; work with high quality and productivity;
- Have a learning mindset, strive to improve professional skills;
- Take responsibility for personal and team work results before the leadership of agencies, organizations, or enterprises;
- Have the ability to solve complex work problems under changing working conditions;
- Provide basic guidance, supervise subordinates in performing assigned tasks;
- Evaluate the quality of products upon the completion of the results executed by team members.
