Method of Providing Public Utility Services to Ensure Maritime Safety

If the conditions for ordering are not met, the plan assignment method shall be applied.- The provision of public services to ensure maritime safety as specified in Clause 5, Article 3 of Circular 14 shall be carried out by the method of bidding or ordering as guided by the Ministry of Transport.

Additionally, the principles of management and use of maritime safety fees are also detailed in Circular 14:

- Maritime safety fees are revenues belonging to the state budget. The collecting organization shall retain a portion of the collected fees to cover fee collection activities, the remainder shall be paid into the state budget.
