Method of Providing Public Utility Services to Ensure Maritime Safety

Circular No. 14/2017/TT-BTC issued by the Ministry of Finance provides guidance on the management and usage of maritime safety assurance fees derived from state budget revenues and the financial mechanism in the field of public service provision to ensure maritime safety.

According to Circular 14, the provision of public services to ensure maritime safety shall be implemented by the following methods:

- The provision of public services to ensure maritime safety as specified in Clauses 1, 2, 3, 4, and 6, Article 3 of Circular 14 shall be carried out by the method of ordering. If the conditions for ordering are not met, the plan assignment method shall be applied.- The provision of public services to ensure maritime safety as specified in Clause 5, Article 3 of Circular 14 shall be carried out by the method of bidding or ordering as guided by the Ministry of Transport.

Additionally, the principles of management and use of maritime safety fees are also detailed in Circular 14:

- Maritime safety fees are revenues belonging to the state budget. The collecting organization shall retain a portion of the collected fees to cover fee collection activities, the remainder shall be paid into the state budget.
