Recently, the Minister of Industry and Trade has signed and issued Circular 54/2015/TT-BCT regulating the List of goods for purchase, sale, and exchange by border residents.
According to Circular 54/2015/TT-BCT, the goods of border residents are goods produced in the Socialist Republic of Vietnam or neighboring countries that border residents trade and exchange in the border area between the two sides to serve the daily needs and production of border residents.

List of goods imported into the Socialist Republic of Vietnam in the form of border residents' trade and exchange stipulated in the Appendix attached to Circular 54/2015/TT-BCT
Note: Goods outside the list stipulated in this Circular shall not be imported into the Socialist Republic of Vietnam in the form of border residents' trade and exchange, except for cases where it is necessary to promote production or supply essential goods for the daily life of border residents or due to natural disasters or epidemics. The Minister of Industry and Trade, after consulting with the Central Border Trade Steering Committee, may issue a decision allowing border residents to trade and exchange some items outside the list stipulated in this Circular in specific areas for a certain period.
In cases where it is necessary to ensure food safety and prevent diseases from crossing the border, the Minister of Industry and Trade, after consulting with the Central Border Trade Steering Committee, may issue a decision to temporarily suspend the import of certain items in the list of goods traded and exchanged by border residents in specific areas.
