The Standing Committee of the National Assembly of Vietnam issued Resolution 1250/NQ-UBTVQH15 concerning the reorganization of commune-level administrative units in Hai Duong province for the period 2023 - 2025.

Reorganiztion of commune-level administrative units in Hai Duong province from December 1, 2024​

The reorganization of commune-level administrative units in Hai Duong province from December 1, 2024, is as follows:

(1) Reorganization of commune-level administrative units in Hai Duong City

- Merge the entire natural area of 0.83 km², with a population size of 16,440 people, of Pham Ngu Lao ward into Le Thanh Nghi ward. After the merger, Le Thanh Nghi ward has a natural area of 2.10 km² and a population size of 26,743 people.

Le Thanh Nghi ward borders the wards of Binh Han, Hai Tan, Nguyen Trai, Tan Binh, Thanh Binh, and Tran Phu;

- After the reorganization, Hai Duong City has 24 commune-level administrative units, including 18 wards and 06 communes.

(2) Reorganization of commune-level administrative units in district-level town Kinh Mon

- Merge the entire natural area of 4.18 km², with a population size of 3,924 people, of Hoanh Son commune into Duy Tan ward. After the merger, Duy Tan ward has a natural area of 11.87 km² and a population size of 11,811 people.

Duy Tan ward borders the wards of Hiep Son, Pham Thai, Phu Thu, Tan Dan, That Hung, and Quang Ninh province;

- After the reorganization, district-level town Kinh Mon has 22 commune-level administrative units, including 14 wards and 08 communes.

(3) Reorganization of commune-level administrative units in Binh Giang District

- Establish Thai Minh commune by merging the entire natural area of 4.18 km², with a population size of 5,484 people, of Binh Minh commune and the entire natural area of 6.21 km², with a population size of 10,355 people, of Thai Hoc commune. After the establishment, Thai Minh commune has a natural area of 10.39 km² and a population size of 15,839 people.

Thai Minh commune borders the communes of Binh Xuyen, Hong Khe, Nhan Quyen, Tan Hong, Tan Viet, Thai Hoa, and Vinh Hong;

- After the reorganization, Binh Giang District has 15 commune-level administrative units, including 14 communes and 01 commune-level town.

(4) Reorganization of commune-level administrative units in Thanh Ha District

- Merge the entire natural area of 3.76 km², with a population size of 6,721 people, of Thanh Khe commune into commune-level town Thanh Ha. After the merger, commune-level town Thanh Ha has a natural area of 9.03 km² and a population size of 16,412 people.

Commune-level town Thanh Ha borders the communes of An Phuong, Cam Viet, Lien Mac, Tan An, Tan Viet, Thanh Hai, Thanh Son, and Thanh Tan;

- Establish Cam Viet commune by merging the entire natural area of 5.79 km², with a population size of 5,130 people, of Viet Hong commune and the entire natural area of 6.25 km², with a population size of 8,737 people, of Cam Che commune. After the establishment, Cam Viet commune has a natural area of 12.04 km² and a population size of 13,867 people.

Cam Viet commune borders the communes of Hong Lac, Lien Mac, Tan Viet, Thanh An, commune-level town Thanh Ha, and Kim Thanh District;

- Establish Thanh Tan commune by merging the entire natural area of 4.91 km², with a population size of 4,671 people, of Thanh Xa commune and the entire natural area of 5.35 km², with a population size of 5,577 people, of Thanh Thuy commune. After the establishment, Thanh Tan commune has a natural area of 10.26 km² and a population size of 10,248 people.

Thanh Tan commune borders the communes of Lien Mac, Thanh Quang, Thanh Son, Thanh Xuan, and commune-level town Thanh Ha;

- Establish Vinh Cuong commune by merging the entire natural area of 6.49 km², with a population size of 5,424 people, of Vinh Lap commune and the entire natural area of 5.72 km², with a population size of 6,313 people, of Thanh Cuong commune. After the establishment, Vinh Cuong commune has a natural area of 12.20 km² and a population size of 11,737 people.

Vinh Cuong commune borders the communes of Thanh Hong, Thanh Quang; Tu Ky District and Hai Phong City;

- After the reorganization, Thanh Ha District has 16 commune-level administrative units, including 15 communes and 01 commune-level town.

(5) Reorganization of commune-level administrative units in Cam Giang District

- Merge the entire natural area of 4.96 km², with a population size of 4,260 people, of Thach Loi commune into commune-level town Cam Giang. After the merger, commune-level town Cam Giang has a natural area of 10.53 km² and a population size of 13,895 people.

Commune-level town Cam Giang borders the communes of Cam Hoang, Dinh Son, Luong Dien, Ngoc Lien, Phuc Dien, Tan Truong, and Bac Ninh province;

- Establish Phuc Dien commune by merging the entire natural area of 4.10 km², with a population size of 6,550 people, of Cam Dien commune and the entire natural area of 5.74 km², with a population size of 14,101 people, of Cam Phuc commune. After the establishment, Phuc Dien commune has a natural area of 9.84 km² and a population size of 20,651 people.

Phuc Dien commune borders the communes of Cam Dong, Luong Dien, Tan Truong, commune-level town Cam Giang, and Binh Giang District;

- After the reorganization, Cam Giang District has 15 commune-level administrative units, including 13 communes and 02 commune-level towns.

(6) Reorganization of commune-level administrative units in Kim Thanh District

- Adjust a part of the natural area measuring 0.51 km², with a population size of 757 people, of Kim Xuyen commune and the entire natural area of 3.68 km², with a population size of 4,684 people, of Phuc Thanh commune to merge into commune-level town Phu Thai. After the reorganization, commune-level town Phu Thai has a natural area of 6.51 km² and a population size of 11,901 people.

Commune-level town Phu Thai borders the communes of Kim Anh, Kim Lien, Kim Xuyen, Ngu Phuc, and district-level town Kinh Mon;

- After adjusting as specified in point a of this section, Kim Xuyen commune has a natural area of 8.18 km² and a population size of 9,771 people.

Kim Xuyen commune borders Ngu Phuc commune, Tuan Viet commune, commune-level town Phu Thai; Thanh Ha District and district-level town Kinh Mon;

- Establish Lai Khe commune by merging the entire natural area of 3.86 km², with a population size of 6,744 people, of Cong Hoa commune and the entire natural area of 5.02 km², with a population size of 6,171 people, of Lai Vu commune. After the establishment, Lai Khe commune has a natural area of 8.88 km² and a population size of 12,915 people.

Lai Khe commune borders the communes of Vu Dung; Nam Sach District, Thanh Ha District, and Hai Duong City;

- Establish Vu Dung commune by merging the entire natural area of 4.11 km², with a population size of 7,373 people, of Co Dung commune and the entire natural area of 5.36 km², with a population size of 7,615 people, of Thuong Vu commune. After the establishment, Vu Dung commune has a natural area of 9.47 km² and a population size of 14,988 people.

Vu Dung commune borders the communes of Lai Khe, Tuan Viet; Nam Sach District, Thanh Ha District, and district-level town Kinh Mon;

- Establish Hoa Binh commune by merging the entire natural area of 4.36 km², with a population size of 5,264 people, of Binh Dan commune and the entire natural area of 7.43 km², with a population size of 7,576 people, of Lien Hoa commune. After the establishment, Hoa Binh commune has a natural area of 11.79 km² and a population size of 12,840 people.

Hoa Binh commune borders the communes of Dai Duc, Dong Cam, Kim Dinh, Kim Tan; Thanh Ha District and Hai Phong City;

- After the reorganization, Kim Thanh District has 14 commune-level administrative units, including 13 communes and 01 commune-level town.

(7) Reorganization of commune-level administrative units in Ninh Giang District

- Merge the entire natural area of 5.06 km², with a population size of 6,847 people, of Dong Tam commune into commune-level town Ninh Giang. After the merger, commune-level town Ninh Giang has a natural area of 6.77 km² and a population size of 14,948 people.

Commune-level town Ninh Giang borders the communes of Hiep Luc, Hong Du, Tan Huong, Vinh Hoa; Tu Ky District; Thai Binh province, and Hai Phong City;

- Establish Kien Phuc commune by merging the entire natural area of 4.98 km², with a population size of 5,226 people, of Hong Phuc commune and the entire natural area of 5.60 km², with a population size of 7,937 people, of Kien Quoc commune. After the establishment, Kien Phuc commune has a natural area of 10.58 km² and a population size of 13,163 people.

Kien Phuc commune borders the communes of Binh Xuyen, Hong Phong, Hung Long, Tan Phong, and Thai Binh province;

- Establish Duc Phuc commune by merging the entire natural area of 4.96 km², with a population size of 4,963 people, of Van Phuc commune and the entire natural area of 6.18 km², with a population size of 7,350 people, of Hong Duc commune. After the establishment, Duc Phuc commune has a natural area of 11.14 km² and a population size of 12,313 people.

Duc Phuc commune borders the communes of An Duc, Binh Xuyen, Nghia An, Tan Phong, Uong Hoe; Gia Loc District, and Tu Ky District;

- Establish Binh Xuyen commune by merging the entire natural area of 6.02 km², with a population size of 5,539 people, of Dong Xuyen commune and the entire natural area of 5.44 km², with a population size of 7,136 people, of Ninh Hai commune. After the establishment, Binh Xuyen commune has a natural area of 11.46 km² and a population size of 12,675 people.

Binh Xuyen commune borders the communes of Duc Phuc, Hong Du, Hong Phong, Kien Phuc, Nghia An, Tan Huong, and Tan Phong;

- After the reorganization, Ninh Giang District has 16 commune-level administrative units, including 15 communes and 01 commune-level town.

(8) Reorganization of commune-level administrative units in Tu Ky District

- Establish Ky Son commune by merging the entire natural area of 3.52 km², with a population size of 4,668 people, of Ngoc Ky commune and the entire natural area of 3.54 km², with a population size of 4,369 people, of Tai Son commune. After the establishment, Ky Son commune has a natural area of 7.06 km² and a population size of 9,037 people.

Ky Son commune borders the communes of Binh Lang, Hung Dao, Quang Phuc, Tan Ky, and Gia Loc District;

- Establish Dan An commune by merging the entire natural area of 3.69 km², with a population size of 4,918 people, of Quang Nghiep commune and the entire natural area of 5.15 km², with a population size of 6,048 people, of Dan Chu commune. After the establishment, Dan An commune has a natural area of 8.84 km² and a population size of 10,966 people.

Dan An commune borders Dai Hop commune, Tan Ky commune; Gia Loc District and Ninh Giang District;

- Establish Lac Phuong commune by merging the entire natural area of 4.74 km², with a population size of 4,931 people, of Phuong Ky commune and the entire natural area of 5.71 km², with a population size of 5,907 people, of Cong Lac commune. After the establishment, Lac Phuong commune has a natural area of 10.45 km² and a population size of 10,838 people.

Lac Phuong commune borders the communes of An Thanh, Ha Ky, Minh Duc, Quang Trung, Tien Dong, and Van To communes;

- After the reorganization, Tu Ky District has 20 commune-level administrative units, including 19 communes and 01 commune-level town.

(9) Reorganization of commune-level administrative units in Nam Sach District

- Merge the entire natural area of 3.59 km², with a population size of 6,556 people, of Nam Hong commune into commune-level town Nam Sach. After the merger, commune-level town Nam Sach has a natural area of 8.27 km² and a population size of 20,148 people.

Commune-level town Nam Sach borders the communes of An Phu, An Son, Dong Lac, Hong Phong, Thai Tan, Tran Phu, and Hai Duong City;

- Establish Tran Phu commune by merging the entire natural area of 3.97 km², with a population size of 7,012 people, of Nam Trung commune and the entire natural area of 4.28 km², with a population size of 4,938 people, of Nam Chinh commune. After the establishment, Tran Phu commune has a natural area of 8.25 km² and a population size of 11,950 people.

Tran Phu commune borders the communes of An Phu, An Son, Hiep Cat, Hop Tien, Quoc Tuan, and commune-level town Nam Sach;

- Establish An Phu commune by merging the entire natural area of 4.15 km², with a population size of 5,079 people, of Phu Dien commune and the entire natural area of 6.16 km², with a population size of 8,407 people, of An Lam commune. After the establishment, An Phu commune has a natural area of 10.31 km² and a population size of 13,486 people.

An Phu commune borders the communes of An Binh, Cong Hoa, Dong Lac, Quoc Tuan, Tran Phu, commune-level town Nam Sach, and Hai Duong City;

- Merge the entire natural area of 3.77 km², with a population size of 5,969 people, of Thanh Quang commune into Quoc Tuan commune. After the merger, Quoc Tuan commune has a natural area of 9.95 km² and a population size of 15,488 people.

Quoc Tuan commune borders the communes of An Binh, An Phu, Hop Tien, Nam Tan, Tran Phu, and Chi Linh City;

- After the reorganization, Nam Sach District has 15 commune-level administrative units, including 14 communes and 01 commune-level town.

(10) Reorganization of commune-level administrative units in Gia Loc District

- Establish Gia Tien commune by merging the entire natural area of 2.68 km², with a population size of 4,730 people, of Tan Tien commune and the entire natural area of 3.50 km², with a population size of 6,026 people, of Gia Luong commune. After the establishment, Gia Tien commune has a natural area of 6.19 km² and a population size of 10,756 people.

Gia Tien commune borders Gia Phuc commune, Hoang Dieu commune; Tu Ky District, and Hai Duong City;

- Establish Gia Phuc commune by merging the entire natural area of 3.51 km², with a population size of 6,128 people, of Gia Tan commune and the entire natural area of 4.63 km², with a population size of 6,688 people, of Gia Khanh commune. After the establishment, Gia Phuc commune has a natural area of 8.13 km² and a population size of 12,816 people.

Gia Phuc commune borders Gia Tien commune, Hoang Dieu commune, commune-level town Gia Loc, and Hai Duong City;

- Establish Nhat Quang commune by merging the entire natural area of 3.63 km², with a population size of 5,060 people, of Nhat Tan commune and the entire natural area of 5.21 km², with a population size of 6,679 people, of Dong Quang commune. After the establishment, Nhat Quang commune has a natural area of 8.84 km² and a population size
