Regarding this issue, LawNet would like to answer as follows:

On January 30, 2024, the General Director of Vietnam Social Insurance issued Decision 88/QD-BHXH on the 2024 key work program of Vietnam Social Insurance.

Key work program for 2024 of Vietnam Social Insurance

Specifically, the tasks included in the 2024 Key Work Program of Vietnam Social Insurance include:

(1) Department of Finance - Accounting

- Promote payment of social insurance and unemployment benefits through non-cash payment methods, striving to exceed the target by 2025 in Decision 1813/QD-TTg dated October 28, 2021 on approving the Project to develop non-cash payments in Vietnam for the period 2021–2025.

- Assess the cost of management of social insurance, unemployment insurance, and health insurance for the period 2022-2024 and propose the cost of management of social insurance, unemployment insurance, and health insurance for the period 2025-2027.

- Coordinate with the Ministry of Finance to develop a Circular guiding the Government's Decree on the financial management mechanisms of social insurance, unemployment insurance, and health insurance and the management costs of social insurance, unemployment insurance, and health insurance.

- Coordinate with the Ministry of Finance to amend and supplement Circular 102/2018/TT-BTC guiding social insurance accounting.

(2) Department of International Cooperation

- Coordinate to develop processes and implement the Agreement between Vietnam and Korea on social insurance according to Decision 436/QD-TTg dated April 25, 2023 of the Prime Minister; strengthen cooperation with Korean partners in the field of social security.

- Attract and mobilize international resources to support capacity building for the Vietnam Social Insurance Industry to carry out key tasks in 2024.

(3) Department of Inspection - Inspection

Develop documents to replace Decision 1518/QD-BHXH in 2016, Decision 704/QD-BHXH in 2018, and Decision 1300/QD-BHXH in 2019, promulgating regulations on specialized inspection activities of paying social insurance, unemployment insurance, health insurance and inspection activities of Vietnam Social Insurance

(4) Department of Planning and Investment

- Develop an Action Program of the Vietnam Social Insurance industry to implement Resolution 01/NQ-CP in 2024 and develop an action program to implement Decision 38/QD-TTg dated January 11, 2024; Update implementation status and report periodically according to regulations.

- Summary of allocation and adjustment of revenue and expenditure estimates for 2024; Assess the implementation of the socio-economic development plan and revenue and expenditure estimates for 2024; Develop socio-economic development plans, revenue and expenditure estimates for 2025, and state financial and budget plans for 3 years 2025-2027

- Synthesize statistical indicators and implement the national statistical reporting regime under the responsibility of Vietnam Social Security.

(5) Department of Personnel Organization

- Project "Research and organizational arrangement of the district-level Social insurance apparatus of the Vietnam Social Insurance sector according to inter-district areas"

- Continue to organize the recruitment of officials in the Vietnam Social Insurance sector.

(6) Social Insurance Policy Implementation Board

- Synthesize opinions and proposals on the Social Insurance Law (amended) at the 6th session of the 15th National Assembly and prepare for the 7th session of the 15th National Assembly.

- Synthesize and propose opinions on the contents of the (amended) Employment Law (depending on the progress of the Law development of the Ministry of Labor, Invalids and Social Affairs)

(7) Health Insurance Policy Implementation Board

- Participating in the development of health insurance legal policies

- Inspect and guide health insurance appraisal operations at provincial and city social insurance agencies.

- Coordinate with the Ministry of Health to hand over medical examination and treatment work under health insurance; organize briefings and training on health insurance policy implementation.

- Guide and organize the implementation of health insurance medical examination and treatment expenditure estimates in 2024; provide instructions for annual settlement and reporting on the use of the health insurance medical examination and treatment fund in 2023.

(8) Collection Management Board - Books and Cards

- Issue framework documents for employees working in social insurance at employing units

- Develop scenarios for developing social insurance and health insurance participants and organize implementation at social insurance in provinces and cities.

(9) Communications Center

- Guidance on information and communication work in the Vietnam Social Insurance industry in 2024

- Organize a training conference on information and communication skills and operations in 2024

- Organize training activities; provide information; and organize a reality program for a team of journalists, reporters, and editors specializing in social insurance and health insurance from news and press agencies in 2024.

Other tasks can be found in the Key Work Program for 2024 of Vietnam Social Insurance in Decision 88/QD-BHXH, taking effect on January 30, 2024.
