Article 13 of Circular 23/2015/TT-BCT stipulates the issuance of the Investment Registration Certificate for investors of BOT thermal power plant projects as follows:

Within 30 days from the date of signing the investment agreement, the BOT investor must submit a dossier requesting the issuance of the Investment Registration Certificate to the Ministry of Planning and Investment.
The dossier, order, and procedures for issuing the Investment Registration Certificate shall be implemented in accordance with the provisions of Article 40 of Decree 15/2015/ND-CP dated February 14, 2015 of the Government of Vietnam on public-private partnership investment.
The BOT investor is responsible for cooperating with the relevant Vietnamese parties to clarify any comments as required by the Ministry of Planning and Investment.

Within 30 days from the date of receiving the Investment Registration Certificate from the Ministry of Planning and Investment, the BOT investor must establish the BOT enterprise and is responsible for completing the additional contents mentioned in the Investment Registration Certificate to officially sign the project documents.
