On December 28, 2018, Circular 46/2018/TT-BLDTBXH was issued by the Ministry of Labor, Invalids, and Social Affairs (MOLISA), stipulating the minimum knowledge volume and competency requirements that learners must achieve upon graduation at the intermediate level and college level for disciplines and professions in the fields of materials, metallurgy, manufacturing, and other technical technologies.

According to the regulations on the minimum knowledge volume and competency requirements for learners at intermediate and college level for the technology of rubber product manufacturing, issued together with Circular 46/2018/TT-BLDTBXH, the intermediate-level technology of rubber product manufacturing is a specialized field focusing on producing rubber products used in industry, engineering, and daily life such as: belts, conveyor belts, rubber pipes, rubber tires and tubes, various types of seals and rubber components, mattresses, rubber foam sheets, thin films, and rubber adhesives, etc., meeting the requirements of level 4 in the Vietnamese National Qualifications Framework.
These products are mainly manufactured from natural rubber or synthetic rubber and various types of additives and chemicals.
Individuals working in the field of rubber product manufacturing primarily perform tasks within the production line of rubber products or participate in certain tasks at business establishments that produce and sell rubber products.
The primary duties of individuals in this field include: operating machinery and equipment in the production line; handling common incidents occurring during the production process; maintaining machinery and equipment in the production line as per regulations; packaging and preserving products; ensuring safety, labor protection, and industrial hygiene to protect the working environment.
Additionally, individuals in this field can also: apply technical advancements to their work processes to enhance efficiency and productivity; participate in the creation of new products; attend training courses to improve their professional qualifications.
Minimum knowledge volume: 1,400 hours (equivalent to 50 credits).
