To be specific, in Article 58 and Article 62 of the Draft Environmental Protection Law (Amended), the regulations on investment and installation of on-site wastewater treatment equipment are stipulated as follows:

For small business and service establishments in craft villages:

Direct and implement environmental protection models in craft villages; invest in the construction and operation of on-site solid waste collection and treatment models, wastewater treatment systems that meet environmental technical standards invested by the state from construction investment funds, environmental career expenditure funds, and contributions from organizations and individuals as prescribed by law.

For households:

- Have sanitation facilities in accordance with regulations; when constructing new buildings, renovating, or repairing individual houses in urban areas and concentrated residential areas, on-site wastewater treatment facilities and equipment must be installed to meet environmental protection requirements as prescribed.- Agencies responsible for appraising construction designs and issuing construction permits for household and individual housing projects must appraise and issue construction permits, including on-site wastewater treatment facilities and equipment that meet environmental protection requirements as prescribed.

Thus, this Draft stipulates the responsibility for investment and installation of on-site wastewater treatment equipment for households and small business, service establishments in craft villages (when renovating or constructing new buildings).
