Recently, the Minister of Public Security issued Circular 02/2015/TT-BCA stipulating the procedures for conducting an administrative inspection in the People's Public Security.
According to the provisions of Article 5 of Circular 02/2015/TT-BCA, the inspection team diary is a record book of the activities of the Administrative Inspection Team in the People's Public Security, noting the daily operations from the issuance of the inspection decision to the summary of the Team's activities.

Every day, the Chief of the inspection team has the responsibility to record and sign the diary about the noted contents. In necessary cases, the Chief of the inspection team may assign the recording of the diary to a team member, but the Chief must take responsibility for the recording and sign and confirm the noted content in the inspection team's diary.
To be specific, the contents of the inspection team's diary include:
a) Date, month, year, the tasks performed; the names of the agencies, organizations, individuals who are subjects of the inspection or related persons to be checked, verified, worked with;
b) Directives and management opinions from the person who issued the inspection decision, from the Chief of the inspection team (if any);
c) Difficulties and obstacles arising during the inspection activities of the team (if any);
d) Other contents related to the activities of the inspection team (if any).
The Chief of the inspection team is responsible for managing the diary of the inspection team during the inspection process. In case the diary of the inspection team is lost or damaged, the Chief of the inspection team must report to the person who issued the inspection decision for consideration and resolution.
The diary of the inspection team is made according to the form prescribed by the Government Inspectorate of Vietnam and is kept in the inspection file.
