This is an important content issued by the Ministry of Industry and Trade in Circular 30/2013/TT-BCT stipulating the conditions and procedures for stopping or reducing the level of electricity supply.
According to the provisions of Article 7 of Circular 30/2013/TT-BCT, the electricity seller is permitted to cease power supply in the following cases:

- The electricity buyer commits violations stipulated in:- Clauses 1, 4, 5, 6, 7, and Clause 8 of Article 7 of the Electricity Law (Prohibited acts in electricity activities and electricity use).- Point a and Point b of Clause 2 of Article 46; Point b and Point c of Clause 2 of Article 47 of the Electricity Law.- The electricity buyer fails to make payment for electricity as stipulated in Clause 9 of Article 1 of the Law amending and supplementing several articles of the Electricity Law.- Upon the request of a competent state agency when an organization or individual violates provisions of the Electricity Law, Construction Law, and environmental protection laws.- The electricity buyer fails to implement the security measures to perform the contract, or fails to maintain the security measures to perform the contract as stipulated in Article 12 of Decree 137/2013/ND-CP detailing the implementation of several articles of the Electricity Law and the Law amending and supplementing several articles of the Electricity Law.
Thus, the electricity seller is only permitted to cease power supply in the aforementioned cases.
