On February 12, 2025, the Government of Vietnam issued Decision 03/2025/QD-TTg amending Decision 15/2019/QD-TTg on implementing electronic border procedures at border gates.

Procedure for using identification accounts to conduct electronic border procedures in Vietnam from April 1, 2025

Decision 03/2025/QD-TTg amends, supplements point a clause 2 Article 5 of Decision 15/2019/QD-TTg regarding the location for performing electronic border procedures at land border gates:

“a) The person carrying out the procedure declares the electronic border dossier and receives confirmation of completing the declaration of electronic border procedures at land border gates using an electronic identification account created and authenticated according to the legal provisions on electronic identification and authentication, and as stipulated in this Decision, from any location where internet access is available;”

Currently, point a clause 2 Article 5 of Decision 15/2019/QD-TTg stipulates the location for carrying out electronic border procedures at land border gates as follows:

The person carrying out the procedure declares the electronic border dossier and receives confirmation of completing the declaration of electronic border procedures at land border gates using an account granted from any location where internet access is available;

Hence, from April 1, 2025, the person carrying out the procedure to declare the electronic border dossier and receive confirmation of completing the declaration of electronic border procedures at land border gates will do so using an electronic identification account.

Additionally, Decision 03/2025/QD-TT amends Article 7 of Decision 15/2019/QD-TTg regarding the use of electronic identification accounts to log in to the electronic border procedure portal to perform electronic border procedures at land border gates:

To be specific, the person performing the procedure uses the electronic identification account created by the electronic identification and authentication system, which has been connected, integrated into the electronic border procedure portal to log in to the portal to carry out electronic border procedures at land border gates according to the legal provisions on electronic identification and authentication and provisions in Decision 15/2019/QD-TTg.

- Procedure for using the electronic identification account to log in to the electronic border procedure portal to carry out electronic border procedures at land border gates:

+ The person performing the procedure accesses the address: http://thutucbienphong.gov.vn to log in to the electronic border procedure portal;

+ At the login interface of the electronic border procedure portal, the person performing the procedure selects the account type as individual (for those performing the procedure for organizations, select the account type as organization), then choose to log in with the electronic identification account issued by the Ministry of Public Security for Vietnamese citizens (for those performing the procedure for organizations, choose to log in with the electronic identification account issued by the Ministry of Public Security for organizations); the system automatically redirects to the electronic identification and authentication system;

+ At the interface of the electronic identification and authentication system, the person performing the procedure logs in using the personal electronic identification account issued by the Ministry of Public Security (for those performing the procedure for organizations, log in using the organization's electronic identification account issued by the Ministry of Public Security);

+ After successfully logging in, the system automatically redirects to the interface of the electronic border procedure portal for the person performing the procedure to declare electronic border procedures.
