Imported narcotic substances for national defense and security purposes in Vietnam managed by forensic science divisions

On September 18, 2012, the Ministry of Public Security issued Circular 57/2012/TT-BCA detailing the implementation of the importation, management, usage, and destruction of samples of narcotics for national defense and security purposes.

According to Article 12 of Circular 57/2012/TT-BCA, when receiving and handling samples of narcotic substances for national defense and security purposes, the assigned officer must check and compare the names of the substances, types, quantities, concentrations, production batch numbers, expiration dates, quality, and sign the receipt book. The officers involved in receipt, transportation, and preservation must be assigned by the unit head in writing.

Additionally, the national sample narcotic substance storage is located at the Institute of Forensic Science, Ministry of Public Security, directly managed by the narcotic substance Inspection Center. This is the place to receive imported samples and ones extracted from cases by anti-narcotic substance forces for national defense and security purposes, and to store and distribute manufactured narcotic substance samples.

Moreover, the intermediary sample storage located at the provincial and municipal police units directly under the central government is directly managed by the Division of Forensic Technology. It stores and distributes manufactured narcotic substance samples; the storage must be secure and fire-safe. In case there is no separate storage, the narcotic substance samples must be stored in a separate steel cabinet with a secure lock. When distributing, a warehouse release slip and a receipt according to forms No. 3 and No. 4 in the Appendix issued with Circular 57/2012/TT-BCA must be used. The person collecting the narcotic substance samples must present an Identity Card or a People's Public Security Identity Card.
