On October 19, 2018, the Ministry of Home Affairs issued Circular 13/2018/TT-BNV detailing the implementation of salary classification for senior specialists or equivalent positions.
Circular 13 stipulates the salary classification as follows:
- For cases where there has been a period of salary classification in the principal expert grade or equivalent: Based on the period of receiving salary grades in the principal expert grade or equivalent and the time of holding management positions in Groups, Corporations, and companies to classify to a higher salary grade or calculate the out-of-frame seniority allowance (if any) according to regular salary raise policies and out-of-frame seniority allowance policies of the principal expert grade or equivalent;
- For cases where salary has not been classified in the principal expert grade or equivalent, it is calculated from the date of simultaneously meeting the second and third conditions out of the three conditions considered for salary classification in the principal expert grade or equivalent, it is calculated to classify as grade 1 of the principal expert grade or equivalent; the period of mandatory social insurance contribution from the date of being classified as grade 1 of the principal expert grade or equivalent onwards is calculated to classify to a higher salary grade or calculate the out-of-frame seniority allowance (if any) according to regular salary raise policies and out-of-frame seniority allowance policies of the principal expert grade or equivalent.
