How is the Process of Conducting the National Assembly Election Voting Carried Out?

On February 01, 2016, the Ministry of Home Affairs issued Circular 02/2016/TT-BNV stipulating specific regulations regarding the voting process for the National Assembly elections.

The process of conducting the National Assembly election voting as stipulated in Circular 02 is as follows:

- Voters must vote personally and cannot delegate others to vote on their behalf. When arriving at the polling station, voters must present their Voter Card to receive the ballot;- At the beginning of the voting, the Election Committee invites voters listed in the voter roll, who are party committee leaders, local government leaders, individuals who have contributed to the revolution, religious dignitaries (if any), and the oldest voter present at the time to vote first;- Voting is conducted continuously. The Election Committee must regularly inform and guide voters to comply with electoral laws, voting rules, and the polling station regulations; instruct voters on how to cast their votes and fill out the ballot; and urge voters to actively fulfill their electoral rights and duties;- When voters fill out the ballot, no one, including Election Committee members, is allowed to see it. If voters make a mistake, they have the right to request a new ballot. Voters unable to write the ballot themselves may ask someone to write (mark) it for them, but they must cast the vote themselves. The person assisting with writing the ballot must read aloud the full names of the candidates on the ballot for the voter to decide independently. This person must faithfully record the voter's intentions and ensure the secrecy of the ballot. After completing the assistance, they must return the ballot to the voter to personally cast it into the ballot box. Disabled individuals unable to cast their votes may ask others to place the ballot into the box;- During voting, if any unusual situation interrupts the voting process, the Head of the Election Committee and its members must promptly confer to handle it. If the issue exceeds their authority or cannot be resolved, they must promptly report to the Election Board for a solution. If voting must be temporarily suspended, the Election Committee must seal and tightly manage the ballot boxes, ballots, and other related documents, and promptly report to the Election Board to ensure voting can continue;- The Election Committee must stamp "Voted" on the Voter Card of voters who have completed their voting.
