High-Tech Development Projects Must Have the Capacity to Mobilize Resources from Enterprises

This is the notable content of Circular 31/2012/TT-BKHCN guiding the identification of projects, selection, and direct assignment of organizations, individuals, and enterprises to execute projects under the program of research, training, and construction of high-tech infrastructure.

Article 3 of Circular 31/2012/TT-BKHCN stipulates the general requirements for high-tech development projects, high-tech application projects, high-tech infrastructure construction and development projects, and high-tech human resources development projects. Specifically:

- Having objectives, content, and projected products that meet the requirements stated in the Program.- Meeting the criteria specified in Circular 02/2012/TT-BKHCN dated January 18, 2012, of the Minister of Science and Technology guiding the management of the national high-tech development program until 2020.- Not overlapping in content with scientific and technological tasks being or already implemented.- Possessing the ability to mobilize resources from enterprises, science and technology organizations, and domestic and foreign scientists to participate in the implementation.- Impacting the development of the sector, field, and economic region.- The implementation time must be suitable for the requirements of each project. Special cases are decided by the Minister of Science and Technology.

In addition, Article 4 of Circular 31/2012/TT-BKHCN specifies 03 principles for identifying high-tech development projects, high-tech application projects, high-tech infrastructure construction and development projects, and high-tech human resources development projects as follows:

- The Program Management Board for high-tech research, training, and infrastructure construction (hereinafter referred to as the Management Board) assists the Minister of Science and Technology: organizes the construction and appraisal of the project list; considers the project list for the announcement of selection and direct assignment; organizes the appraisal of project content and implementation budget for submission to the Minister of Science and Technology for review and decision.- Projects in the list announced for selection and direct assignment are identified by name, objectives, and requirements for project products.- The procedure for identifying projects in the list is stipulated in Articles 5, 6, 7, and 8 of this Circular.
