Regarding this issue, LawNet would like to answer as follows:

On January 17, 2024, the Minister of Health issued Decision 128/QD-BYT on Health information and communication plan for 2024 in Vietnam.

1. Tasks and solutions of the Health Information and Communication Plan for 2024 in Vietnam

- Proactively and actively communicate and campaign to create consensus and support from leaders of the Party, State, governments at all levels, socio-political organizations, ministries, branches, and units in developing and implementing policies and investing resources in protecting, caring for, and improving people's health.

Propagate and disseminate the Party's guidelines, policies, and laws of the State on the protection, care, and improvement of people's health to the party committee, governments at all levels, sectors, socio-political organizations, and all people to create a consensus social environment for implementing health regulations and policies.

- Innovate the content and methods of medical communication: strengthen the activities of the medical communication network from central to local levels; proactively share and exchange health information between levels; Improve the quality of media content, diversify new methods, apply digital media, new media,... in communication activities to promptly capture, process, and provide information to better serve medical communication management.

- Communicate regularly, effectively, and promptly on key targets, tasks, and solutions for health work in 2024. Focus on communication in peak communication months such as the celebration of Vietnamese Doctor's Day (February 27), in advance, during parliamentary sessions, major holidays, and important historical events in 2024 for the country and the health sector.

- Proactively capture information and coordinate closely with central and local media and press agencies to provide regular, timely, transparent, and accurate information to create consensus, support, and sharing of public opinion, the media system, and each citizen for the work of protecting, caring for, and improving people's health.

- Coordinate ministries, branches, and units inside and outside the health sector to strengthen communication on the protection, care, and improvement of people's health.

- Communicate and educate about medical ethics, the medical profession, patriotic emulation movements, practice medical ethics, improve professional qualifications and skills, promote learning, and follow Ho Chi Minh's moral example and style among officials, medical staff, and students of medical and pharmaceutical schools. Praise examples of good people with good deeds, Labor Heroes, People's Doctors, Outstanding Physicians, groups and individuals with outstanding achievements in protecting, caring for, and improving people's health.

- Communicate outstanding and typical medical events; introduce medical achievements and advances to people nationwide and around the world; create trust among the people, the Party and the State for the cause of protecting, caring for, and improving people's health; contribute to enhancing the position and role of Vietnamese healthcare in the cause of building and developing the country.

- Improve health information and communication management capacity for officials and employees throughout the industry, focusing on:
Implementing regulations on speaking, speaking skills, providing information, health education communication, risk communication, application of digital communication in health,...Capture, process, and provide accurate and timely information when information incidents occur in the medical examination, treatment, disease prevention, and management fields of the health sector.

- Continue to organize, inspect, and supervise the implementation of the Ministry of Health's Regulation on speaking and providing information to the press issued in Decision 56/QD-BYT dated January 10, 2023 of the Ministry of Health. Implement well the Law on Access to Information 2016, Decree 09/2017/ND-CP.

- Effectively implement the project on planning press agencies in the health sector until 2025, with a vision to 2030. Implement well the management of press, publishing, and medical exhibitions in the health sector.

2. Purpose and requirements of the Health Information and Communication Plan for 2024 in Vietnam

Enhance the dissemination of the Party's guidelines, state policies, and laws on people's healthcare to party committees, government authorities at all levels, ministries, committees, organizations, political and social organizations, and the people to create consensus in implementing policies and supporting activities of the healthcare sector; ensure the provision of sufficient, timely, and accurate information on the situation, disease prevention and control recommendations, disease models, and risk factors affecting health to help people enhance awareness, proactively prevent, and change beneficial behaviors to health.
