Hanoi-Vietnam: Provisions on border gates for import of urea fertilizers

On May 29, 2017, the Vietnam Ministry of Industry and Trade issued Circular 07/2017/TT-BCT regulating the border gates for the import of certain fertilizer products.

Circular 07 stipulates the border gates for the import of urea fertilizers in Vietnam as follows:

Fertilizers in the following list may only be imported through international and main border gates. Import through secondary border gates and border crossings is only allowed after obtaining approval from the Provincial People's Committee based on unified discussions with the Vietnam Ministry of Industry and Trade.

Commodity Code Description of Commodity
3102.10.00 Urea, whether or not in aqueous solution
3105.20.00 Mineral or chemical fertilizers containing three elements: nitrogen, phosphorus, and potassium

Note: The following cases of imported fertilizers do not fall under the scope of Circular 07:

- Fertilizers temporarily imported for re-export or temporarily exported for re-import, transshipment, or transit;

- Fertilizers imported for experimentation, samples, or scientific research.
